Type
Deliverable?
Description

Environmental compliance requirements complete -New
Required
No
On-the-ground work associated with this work element cannot proceed until this milestone is complete. Milestone is complete when final documentation is received from BPA environmental compliance staff.
Review and Provide Updates to Hatchery Asset Information
Recommended
No
By the end of Q2 of the federal fiscal year, the hatchery manager or facility maintenance lead will review the asset information for their facilities. The Contract Manager will update asset information to add or remove asset elements and update the information on health, condition, and relevant maintenance records. The Contract Manager will work with their COR to provide these updates via the appropriate data sharing platform. If an inventory of site assets does not exist, then use this to develop one.
Health and Safety - Domestic Water Testing
Recommended
No
Within 120 days of the award start date, the Contract Manager will ensure that water quality testing is completed for any domestic well water systems at the facility(s). At a minimum, the test will include arsenic, nitrate and total coliform bacteria levels, but follow each state’s guidelines for domestic wells. The sampling must be conducted by an accredited laboratory. Results will be uploaded to CBfish.
Report water use to applicable state water resources agency
Recommended
No
Sponsor should collect water use data for all applicable water rights and report data when requested by the state’s department of water resources.
Secure Proof of Beneficial Use of Water Right
Recommended
No
[IF YOUR STATE’S WATER RESOURCES DEPARTMENT CONTACTS YOUR ORGANIZATION AND/OR BPA REGARDING BENEFICIAL USE FOR WATER RIGHT, THIS MILESTONE WILL APPLY. IF NOT, PLEASE DELETE THIS MILESTONE.IF MILESTONE IS RETAINED, DELETE THESE BRACKETS, AND ALL TEXT WITHIN THEM.]

In order for a water permit holder to fulfill the condition of the permit to obtain a water right license, the permit holder must “prove up” or “perfect” the beneficial use approved in their water right permit. Typically after a 5-year period (time period varies by state), the permit holder must develop their system and put the water to use according to the terms and conditions stated in the permit.

The permit holder should submit a “Proof of Beneficial Use Form” together with the license examination fee (check with your state’s water resource department on fees and if one is required) OR should submit the proof, together with a completed field examination report prepared by a certified water right examiner (CWRE).

The information submitted will enable the state’s water resources department to determine the extent of beneficial use before the license is issued. The information entered on the proof form should show the extent of actual development of the project and should correspond to that authorized by the permit. If it does not, an amendment to the permit may be required.
