If installing a protective fence around the leased parcel, you must also use 40. Install Fence. However, if the lease associated with the fence is for less than 15 years, do not use 92. Lease Land. In this instance, only use 40. Install Fence to avoid double-counting metrics and to reduce the number of work elements required.
The development of a land management plan should be covered under 193. Produce Land Management Plan. For very minor efforts, the management plan can be a milestone under this work element.
87. Prepare HEP Report (Expired) will be used in the project sponsor's SOW to describe preparation and write-up of the Habitat Evaluation Procedure (HEP) survey conducted by the Regional HEP team.
Rule 1 (Environmental Compliance):
Any associated ESA, cultural resources, NEPA, permitting, or other environmental compliance work should be split out under 165. Produce Environmental Compliance Documentation.

Rule 2 (Location of Work):
If you are leasing land at various locations, a work element must be created for each location to document metric requirements.
Example:
WE:92. Lease Land WE Title: Lease riparian area on Trout Creek WE Description: Complete lease agreement with landowner on a 3 mile reach containing 50 acres of riparian area on Trout Creek for 25 years.
WE:92. Lease Land WE Title: Lease riparian area on Salmon Creek WE Description: Complete lease agreement with landowner on a 1.5 mile reach containing 30 acres of riparian area on Salmon Creek for 30 years.
Rule 3 (Complexity, Metrics):
You only need to split associated work elements if lumping would hide the work associated with a certain metric, e.g., if you are leasing land and planting vegetation, you cannot lump both tasks under Lease Land because they both have metric reporting requirements. If one of the associated actions does not have metric reporting requirements (e.g., 191. Watershed Coordination), it is possible to lump them.
Examples:
Option 1 (When to lump with WE#40, Install Fence):
To avoid double counting metrics, do not use 92. Lease Land when using 40. Install Fence for an original fence installation with a lease agreement of less than 15 years. If you are extending a lease or land use agreement beyond the original end period, use 92. Lease Land to capture the continuing appropriate metrics.
WE:40. Install Fence WE Title: Construct 6 miles of fence on Trout Creek with lease agreement of 10 years [In this instance, there is no need to also use WE# 92, Lease Land.] WE Description: Install 6 miles of fencing on 3 mile reach of Trout Creek riparian area to exclude livestock. Sign 10-year lease agreement with landowner to keep area protected.
Option 2 (When to split from WE#40, Install Fence):
WE:92. Lease Land WE Title: Lease riparian area on Trout Creek WE Description: Complete lease agreement with landowner on a 3 mile reach containing 50 acres of riparian area on Trout Creek for 25 years. Leased area is already protected by fencing and natural barriers.
WE:92. Lease Land WE Title: Extend the original land use agreement with landowner Brown by another 10 years WE Description: Smith family signed an agreement to maintain a 6-mile fence built by BPA in 2000. The fence is still in good condition and they will extend the agreement by another 10 years.
On-the-ground work associated with this work element cannot proceed until this milestone is complete. Milestone is complete when final documentation is received from BPA environmental compliance staff.

Overview:
This drill-down report shows the Program's Habitat Accomplishments from fiscal year 2005 forward. Figures are based on the High Level Indicators identified by the Northwest Power and Conservation Council, and aggregate metric data entered by the contractors doing the work on the ground. For past years, these charts show Actual metric values for Completed work; for the current year they show both Actual metric values for Completed work and Planned metric values for Planned and In-Progress work.

Overview:
Shows the estimated spending by Focal Species – various anadromous and resident fish and general wildlife category – by fiscal year. Since contractors don’t invoice BPA by work element, much less by focal species, this report allocates project costs by the proportion of the work element budgets and the focal species associated with each work element. This report has two tables: Spending by all Focal Species, and Spending by ESA-Listed Focal Species (a table that allows BPA to meet federal reporting requirements).

Overview:
