In rare instances, a contractor may be performing a type of work that is fundamentally different than anything described by existing work elements. In such a case, the contractor should consult with his or her BPA project manager to determine if using the "Other" work element is appropriate.

Do NOT use "Other" to account for costs that will help you achieve other planned work. For example, equipment rental that will help with data collection should be included in 157. Collect/Generate/Validate Field and Lab Data, and purchasing large wood for future habitat work, even if it's in a subsequent contract, should be captured under 29. Increase Aquatic and/or Floodplain Complexity. This allows BPA to more accurately track spending on different types of work.

  • Do not use 98. Other for income producing activities; please use 194. Income-Producing Activities instead.
  • Do not use 98. Other to describe transferring fish for the purpose of re-establishing a population in different tributaries; please use 28. Trap and Haul instead.
  • 98. Other should not be used instead of an implementation work element to describe preparation or purchase of materials. For example, if you are purchasing large wood for an instream project that will be completed in a subsequent contract, you must use the implementation work element (in this case, 29. Increase Aquatic and/or Floodplain Complexity) and use metric values of zero to avoid double-counting. This allows BPA to more accurately track spending on different types of work.

  • Rule 1 (Environmental Compliance): Any ESA, cultural resources, NEPA, permitting, or other environmental compliance work should be split out under 165. Produce Environmental Compliance Documentation. Because 98. Other could include all sorts of activities, it always requires review by environmental compliance staff.

    Example:

    WE: 98. Other
    WE Title: Maintain gene bank inventory
    WE Description: Secure maintenance of the spring/summer Chinook salmon, steelhead, and other species' gamete samples.

    WE: 165. Produce Environmental Compliance Documentation
    WE Title: Obtain ESA compliance for gamete maintenance.

  • Rule 2 (Location of Work): If you are performing "other" work in various locations, you may lump these under a single work element. However, you may wish to break the work into separate work elements if it provides clarity or better supports project management. This does not require multiple work elements for 165. Produce Environmental Compliance Documentation.

    Option 1 (lumping):

    WE Description: Oregon Zoo and Woodland Park Zoo will care for hatchling western pond turtles from fall through July of the following year when they are released back to the wild.

    Option 2 (splitting):

    WE Description: Oregon Zoo will care for hatchling western pond turtles from fall through July of the following year when they are released back to the wild.

    WE: 98. Other
    WE Title: Headstart program at Woodland Park Zoo

  • Rule 3 (Talk to your BPA COR): There are very few instances where 98. Other is the correct choice. Before using it, talk to your COTR about other possible options. This will help ensure BPA captures metric and budget data needed to enhance transparency in the Fish and Wildlife Program.
