Oversight of construction, including activities ranging from conducting daily construction observation, to providing professional on-site inspection services, to construction management support, including contractor daily-log review; RFI review and responses; submittal review and responses; and key site observations, such as reinforcement inspection, concrete pour observation, and facility start-up. Usually this WE is used only on larger construction activities ($250,000 or greater value) and/or where construction management is deemed to be important or complex enough to warrant splitting it out in a separate contract from the actual construction work.

Construction management will include technical and contractual oversight for the implementation of [PROJECT] as outlined in the milestones. [ORGANIZATION] project staff, funded under contract [CONTRACT NUMBER OR REMOVE IF STAFF TIME INCLUDED IN THIS CONTRACT], will provide construction oversight, contract administration, and assure the project is completed in accordance with the BPA approved designs. BPA approved designs shall not be altered without cause and communication. If modifications are required to approved design elements or elements are significantly altered or not implemented due to unanticipated site conditions approval shall be obtained in writing from the BPA COR as soon as possible and prior to contractor demobilization. Documentation
of alterations and approvals shall be uploaded to the contract documents.

  • Rule 2 (Complexity): Because the project is complex and/or large-scale (e.g., major or capital construction), feasibility, design, construction management, and construction will be separate work elements, and on very large projects, perhaps even separate contracts. If the project is routine or small-scale, construction management could appear as a milestone under the work element that accomplishes the work.

    Example: You manage the Cascadia Hatchery project, a proposed hatchery complex intended to increase production of Chinook and steelhead in the Cascadia subbasin. In order to build the hatchery facilities, you must complete several related work elements. This example shows how the above rules might be applied and how related work might be called out using a typical plan-design-build cycle for such a major construction project:



    NOTE: Any coordination work (i.e., work to get agreement from regulators and among fish managers) should be captured as a milestone under the work element the coordination most directly supports. For example, if the coordination is necessary to enable the on-the-ground work of building the hatchery, coordination work should be captured as a milestone under 171. Build, Modify, and/or Refurbish Artificial Production Facility. If the project is in the planning stages, and the hatchery won't be built until later, in a subsequent contract, coordination could be captured under 175. Produce Design, or under 196.
