Definition:
This work element covers all work associated with the planning and construction of a new hatchery, or modification, major maintenance, or addition to an existing facility. This includes construction of any structural component of an artificial production facility, and real property alterations associated with the site or satellite facilities. For example: incubation rooms, rearing tanks/ponds, raceways, acclimation ponds, holding ponds, pumps, wells or other water supply, hatchery offices, staff housing, roads, asphalt, etc.

  • Because designing the facilities involves significant technical detail and engineering specifications, use 175. Produce Design.
  • Because the project is part of the Council's 3-Step Process, use 196. Council Step Process.
  • For any project with construction management work significant enough to warrant administering it separately (such as when it is contracted for separately), use 100. Construction Management.
  • When expanding a facility or replacing a major hatchery component, use WE# 171, Build Artificial Production Facility rather than 61. Maintain Artificial Production Facility/Infrastructure, even if the proposed action originated from an O&M plan.
  • 165. Produce Environmental Compliance Documentation must also be used in the SOW to describe environmental compliance activities necessary for hatchery design and construction and for monitoring and follow-up reporting related to environmental compliance provisions or mitigation.

BPA and the Sponsor will co-write an MOA after all pre-planning has been completed. The MOA sets forth roles and responsibilities related to further planning, design, and construction associated with new or significantly-modified infrastructure. An electronic-based document control system, accessible to all designers, constructors, the Sponsor, and BPA shall be maintained by the construction management firm. At the mutual preference of the Sponsor and BPA, this responsibility may be delegated to the design firm. The system needs to allow all parties involved to have access to RFIs, submittals, punch lists, etc. An electronic-based document control system will be included in hatchery construction or construction management scope of work as a deliverable.
