This work element is to be used to produce a wide range of plans including but not limited to operation plans, management plans, maintenance plans, implementation plans, restoration plans, research, monitoring, and evaluation (RM&E) plans, Hatchery Genetic Management Plans (HGMPs), hatchery master plans, hatchery fish production plans, feasibility studies, and surveys, as well as site-specific plans and strategic plans that will influence multiple projects. This work element does not include land management plans; see 193: Produce Land Management Plan. When 174: Produce Plan is used in a SOW for producing a Hatchery Master Plan, the contractor should review the NPCC's requirements under their 2015 Step Document, Section V., Elements A & B (contact Council for current website link) to be sure the necessary content is covered in the plan. After the initial submittal of the Master Plan to NPCC, use 196: Council Step Process to account for all costs associated with the NPCC’s 3-Step process, such as labor and materials for the submittal of response documents required by the NPCC's 3-step process.

  • If the plan involves significant technical detail or engineering specifications, consider using 175. Produce Design.
  • For land management plans, use 193. Produce Land Management Plan instead of 174. Produce Plan.
  • When using Produce Plan to develop a Hatchery Production Plan (required under 176. Produce Hatchery Fish , the plan will cover all species produced at the hatchery. For each species, where applicable, the plan will include a forecast for the next adult return and the number to be retained for broodstock, disposition of excess fish, assumptions about survival between life stages, number of individuals to be released at each life stage, transportation, and acclimation plans, etc. The plan will be provided electronically to co-managers and attached in Pisces to the contract under which the fish are reared. For contracts that also include 61. Maintain Artificial Production Facility/Infrastructure , where an annual maintenance plan is required, the annual production plan(s) and the maintenance plan may be combined into a single "Annual Operating Plan" (AOP).When using Produce Plan to develop a Hatchery Maintenance Plan (required under 61. Maintain Artificial Production Facility/Infrastructure Maintain Artificial Production Facility/Infrastructure), the plan will include major required maintenance as well as desired schedule (for example, pump replacement schedules, whole hatchery painting, asphalt repaving, etc.) for the next 5-10 years (as planned). The maintenance plan will be updated annually and uploaded to Pisces in that year's contract. For contracts that also include 176. Produce Hatchery Fish , where an annual fish production plan(s) is required, the annual production plan(s) and the maintenance plan may be combined into a single Annual Operating Plan (AOP).

Draft Annual Operations Plan (AOP) that describes all aspects of fish culture envisioned for the coming year. Include capture, holding, spawning of adults, rearing scenarios, transport and release. Describe any critical responsibilities for both BPA-funded and non-BPA-funded fish culture, unless eggs or fish are simply "purchased". If fish are purchased for immediate release an AOP is not required, use WE 187: Put and Take Fishery. Use file the Management Plan file type when uploading.

FOR HABITAT ACTIONS ONLY: The EC Lead will determine if work under this work element may be able to have full ESA-coverage (NMFS & USFWS) under the Habitat Improvement Program Biological Opinion (HIP). The HIP has expanded coverage for projects that may pose a moderate to high risk of impacting an ESA-listed species or critical habitat that would normally require a Biological Assessment. For work that qualifies, projects will undergo a review by the EC Lead and Engineering Technical Services (ETS) team. Before conceptual design commences, contact the EC Lead for HIP consideration, instruction, and information needs and requirements for coverage eligibility.
