Definition:
This work element covers all work associated with the planning, construction, addition, or maintenance to an existing building or facility that is not part of a hatchery or habitat structure. This includes construction of any structural component of the building associated with the site. For example: office buildings, shops, outbuildings, equipment storage sheds, maintenance buildings, boat docks, etc.

This work element is meant to be used for construction and maintenance that cannot fit into another work element. For example: nursery construction should use 47. Plant Vegetation, bridge construction should use 184. Install Fish Passage Structure. Instream work should use the work element that best describes it, such as 29. Increase Aquatic and/or Floodplain Complexity or 30. Realign, Connect, and/or Create Channel. Maintenance to existing habitat structures should use 186. Operate and Maintain Habitat/Passage/Structure.

BPA and the Sponsor will co-write an MOA after all pre-planning has been completed. The MOA sets forth roles and responsibilities related to further planning, design, and construction associated with new or significantly-modified infrastructure. The MOA may also describe who owns the facility upon completion. BPA COR may provide a sample format.
