Contract End Date:

Title:
H: 184 - Replacement of Road Crossing #1 at Iron Creek Rd (BIA Rd 84) - CO FY17
Description:
A road crossing on Iron Creek at an intersection with Iron Creek Rd/BIA RD 84 (375126 E, 5333007 N) will be replaced in 2018. The culvert is a fish passage barrier and limits habitat connectivity for redband rainbow trout and access to desirable spawning habitat. Replacement of this crossing will allow access to approximately 0.44 miles (0.71 km) of additional habitat.

The current road crossing is a corrugated metal pipe arch culvert. The culvert is 2.9 m wide and 16.8 m long, it is undersized for a stream of this size (mean active width of 4.4 m) and is not embedded. The culvert has a steep gradient, 4.5% slope, causing it to be a full velocity barrier to redband rainbow trout passage. Additionally, the upstream opening of the culvert has been nearly 60% blocked by the accumulation of woody debris.

The culvert will be removed from the site and replaced with a bridge. The new structure will be able to accommodate the yearly stream flow fluctuations, including a 500 year flood event. The new crossing will be installed by a qualified contractor following the design plans and under the oversight of the subcontracted engineer and direction of project biologists.
WE Agreement Type:
Contracted
Deliverable Specification:
In order to provide migratory redband trout access to approximately 0.71 km (0.44 mi) of spawning habitat in Iron Creek, the CCT in coordination with subcontractors, will replace a culvert that is a complete barrier to fish passage. The new bridge will allow for complete fish passage.

B HIP Discuss HIP3 ESA coverage with BPA EC lead; obtain HIP3 risk determination 2/1/2018 5/31/2018 Concluded Amy Mai 9/18/2017 11:55:18 AM
Description: The EC Lead will determine if work under this work element may be able to have full ESA-coverage (NOAA & USFWS) under the 2013 Habitat Improvement Program Biological Opinion (HIP3). The HIP3 has expanded coverage for projects that may pose a moderate to high risk of impacting an ESA-listed species or critical habitat that would normally require a Biological Assessment. For work that qualifies, projects will undergo a review by the BPA-internal Restoration Review Team (RRT). Before conceptual design commences, contact the EC lead for HIP3 consideration, instruction, and information needs and requirements for coverage eligibility. The HIP3 activity categories and risk criteria are located in the “Note” section of the work element background page here:https://www.cbfish.org/WorkElement.mvc/Summary/165
