J: 184 - Replacement of Road Crossing #3 at Iron Creek Rd (BIA Rd 84)
Description:
A road crossing on Iron Creek on BIA RD 84 (376762 E, 5332589 N; WGS84) will be replaced in 2018. The culvert is a fish passage barrier and limits habitat connectivity for redband rainbow trout and access to desirable spawning habitat. Replacement of this crossing will allow access to approximately 5.0 km (3.1 mi) of additional habitat.

The current road crossing is a corrugated metal pipe arch culvert. The culvert is 3.0 m wide and 16.9 m long. There is little water flowing through the culver and it is sitting on top of the stream bed without any substrate in it, preventing fish passage.

The culvert will be removed from the site and replaced with a bridge. The new structure will be able to accommodate the yearly stream flow fluctuations, including a 500 year flood event. The new crossing will be installed by a qualified contractor following the design plans and under the oversight of the subcontracted engineer and direction of project biologists.

Description: The EC Lead will determine if work under this work element may be able to have full ESA-coverage (NOAA & USFWS) under the 2013 Habitat Improvement Program Biological Opinion (HIP3). The HIP3 has expanded coverage for projects that may pose a moderate to high risk of impacting an ESA-listed species or critical habitat that would normally require a Biological Assessment. For work that qualifies, projects will undergo a review by the BPA-internal Restoration Review Team (RRT). Before conceptual design commences, contact the EC lead for HIP3 consideration, instruction, and information needs and requirements for coverage eligibility. Description: CCT project biologists and engineering subcontractor will develop a request for bids (RFB) to manufacture a bridge to replace the existing culvert, following the CCT standard RFB format. The RFB will be submitted to CCT Fish and Wildlife Contract Specialist for review. The CCT Fish and Wildlife Contracts Specialist will advertise the RFB in regional newspapers and trade journals. In addition, the CCT Contracts Specialist may solicit for proposals from individual firms that provide these services, as requested by the project biologists.

The Contract Specialist will initiate the contracting process (negotiations, approvals, etc...) with the selected firm.

The Contract Specialist will initiate the contracting process (negotiations, approvals, etc...) with the selected firm.
