Description:
Review, as requested, project sponsors' documents, which may include: contracts, status reports, statements of work (SOWs), contract protocols, management plans, final reports, project proposals for funding, environmental compliance documents, draft agreements, strategic plans, and educational materials. Project sponsors may include soil and water conservation districts, non-profit organizations, county governments, state, federal, and tribal agencies, community organizations, and individuals. On occasion, partner agency report writers will request document editing, e.g. TMDL drafts, strategic plans, or professional papers. Project reviews will focus on best management practices or actions proposed or completed, and programmatic merit relative to the respective funding sources. Recommendations regarding linkages to subbasin management plans and proposed recovery plans will be included. Preparation of project proposals for sponsors will also be classified under this work element. The Focus Program coordinator works with five soil and water conservation districts, the Nez Perce Tribe, counties, other agencies, and watershed groups working in the Clearwater River Subbasin and lower and Little Salmon 4th field HUCs in the Salmon River. Some requests are anticipated from project sponsors who are coincidently implementing the Northwest Power and Conservation Council's subbasin management plans, but not funded by BPA. Facilitate project reviews by fish and wildlife managers and the public when required.

Description: Develop proposals for project sponsors to submit to non-BPA funding sources, including, but not limited to, the Idaho Pacific Coastal Salmon Recovery Fund, Idaho Fish and Wildlife Foundation, U.S. Fish and Wildlife Service Partners for Wildlife, National Oceanic and Atmospheric Administration programs, Fisheries Restoration and Irrigation Mitigation Act funds, Bonneville Environmental Foundation, and the Clean Water Act 319. As requested, assist project sponsors with environmental compliance requirements and documentsion necessary for project implementation. Assist Boise OSC program staff to develop project contracts, documentation, and any required project reporting materials. Prepare the annual State of Idaho proposal to the National Oceanic and Atmospheric Administration, National Marine Fisheries Service for Pacific Coastal Salmon Recovery Funds.
