Description: CRITFC staff will collaborate with scientific and policy staff from our member tribes, other tribal organizations, local governments, state governments, federal governments, intergovernmental organizations, academic institutions, and non-profits to develop technical and policy comments on regional climate actions, programs, and regulations that impact vulnerable tribal natural resources. CRITFC will participate in, and contribute to, regional groups and meetings (e.g. RMJOC; CRFG; CRT, WQ ) and in regional/transboundary climate change/adaptation conferences which will include academic and agency experts (OCCRI; UWCIG; NDIS, NCAR) CRITFC will participate in tribal climate change meetings - to conduct workshops to review modeling efforts CRITFC will provide technical review to regional climate change reports/ literature and associated model development | |||||||

Description: 1. Provide comments on CRSO EIS documents and ensure tribal concerns are incorporated into the review. 2. CRITFC Staff will attend EPA Temperature TMDL meetings and provide technical comments on EPA’s computer simulations based on RBM-10 of the Columbia River system temperature conditions. 3. CRITFC staff will review EPA’s Final Columbia River Cold Water Refuges Plan to develop a prioritization of refuge areas in Zone 6 for projects for future enhancement and protection. 4. CRITFC staff will review EPA’s Cold Water Refuge fish use/migration computer model, HexSim, to determine if it is feasible to update River condition parameters with output from CIS ecosystem function scenarios. Acquire EPA’s GIS maps of Columbia River cold water refuge areas that were developed for the Cold Water Refuges Plan. 5. Work with CRITFC tribes and other partners to develop projects to implement action that will enhance and protect cold water refuge areas on the Columbia River. Collaborate on development of a Sediment Management Plan to focus on removal of sediment build-up at river mouth areas and protect cold water refuge habitat. | |||||||

Description: 1. CRITFC staff will serve as a Cooperating Agency representative in support of the Commission Tribes to participate on the Water Quality and Climate Change technical team, attend meetings, and review CRSO reports, EIS chapters, Appendices, and Affected Environment documents. 2. CRITFC staff will work with Tribes, EPA, Oregon, Washington, NOAA, and State Agencies staff to identify cold water refuges currently available and potentially available for use by migrating salmon, assess the sufficiency of the refuges, and identify strategies to restore, enhance, and protect high quality refuge areas for the future. 3. CRITFC staff will continue to engage with the Environmental Protection Agency on their Columbia/Lower Snake Total Maximum Daily Load for temperature work. EPA’s assessment has been delayed by court challenges. |
