A: 122 - Conduct ISAB Reviews and Produce Reports and Presentations
Description:
For FY 2022, the ISAB anticipates working on a mix of long, medium, and short-term assignments that allow for an efficient use of the ISAB’s expertise and resources. In addition, the ISAB is on-call for assignments from the Council, Tribes, and NOAA Fisheries. These on-call assignments pertain to scientific issues raised in the Council’s Program, Tribal programs, and NOAA analyses that inform Columbia River fish management, including mainstem passage analyses and experiments.

Specific review topics include:

1. Review of Analytical Tools Used to Inform the Willamette EIS and ESA Consultation
2. Mainstem Passage Reviews and Regular Review of Fish Passage Center Products
3. Research, Monitoring, and Evaluation (RM&E) Reviews
4. Fish and Wildlife Program Development: Program Performance
5. Review of NOAA Fisheries Recovery Planning and Life-Cycle Modeling Products
6. Follow-up Reviews of Assessments of Reintroduction of Anadromous Salmon above Chief Joseph and Grand Coulee Dams
7. Comparative Examination of Fish and Wildlife Recovery and Mitigation Planning Documents
8. State of Science and Other Potential Reviews

Some of these reviews have been approved, and others would need to be refined and approved. They are listed and described in more detail in the ISAB's FY 2022 Work Plan available under the "Documents" tab in this SOW. The list is expansive and inclusive, but only a subset of the assignments described will be pursued in FY 2022.

ISAB report summaries are occasionally published in peer review journals. Findings from ISAB reports are presented to the public and decision-makers at Council meetings and to peers in other public forums and at professional society meetings such as those of the American Fisheries Society.

Description: The ISAB meets regularly throughout the year from five to nine times as needed to discuss, be briefed, and reach consensus in order to complete their reviews. The ISAB developed and formally adopted a procedures policy that describes the ISAB’s review methods. The objectives of these procedures are to (1) ensure understanding by the ISAB of the scope and nature of the issues for which review is requested by the Council, Tribes, and NOAA Fisheries, (2) ensure that those groups affected by the ISAB review are ensured of a complete and fair review of the issues, (3) ensure written documentation of ISAB recommendations that is available to those reviewed and others, (4) ensure that administrative and policy implications of the ISAB advice to Council, Tribes, and NOAA Fisheries are left to those agencies, and (5) allow appropriate technical/scientific dialogue between the reviewed group and the ISAB through the Council, Tribes, and NOAA Fisheries.
