Description: Ensure bid package includes technical review criteria and HIP guidance. All projects are subject to Engineering Technical Services (ETS) review. Sponsors shall follow their own procurement process, so long as there is no conflict of interest. BPA’s preferred method is Engineer/Procure/Construct (EPC) or a two-phase design build selection process. If not included in the bid package, then the construction oversight shall be bid in accordance with the sponsor’s procurement process.
Final design budget shall be provided to the COR once a design subcontractor is selected and the line item budget updated as necessary. |

Reviews shall include COR, EC, and ETS. EC Lead to determine other reviews as needed. Allow one month for review.
At 15%, coordinate with BPA to schedule a site visit to review project concepts, goals, and objectives. . A typical site visit will include review of limiting factors and pertinent studies or reports that document restoration targets for implementation. Additional data that may be presented and reviewed (e.g., high resolution aerial photography, topographic maps, soil maps, or GIS/CAD data layers). |

Provide 80% designs for final technical, functional, and NMFS/USFWS review. The 80% design shall incorporate technical comments and recommendations from previous design reviews. 80% design submittals should include near-final drawings and specifications, site locations, site plans, profiles, cross sections, details, construction quantities, implementation resource plans, and design technical analyses as summarized in a Basis of Design Report. If technical requirements are not met, additional review may be necessary. |
