Title:
H: 118 - Project Initiation - John Day
Description:
The PI will have primary responsibility for tasks specifically associated with the initiation of the project. Initiating the pilot projects in three subbasins (Wenatchee, John Day, Salmon) will require the establishment of a Technical Oversight Committee and project coordination for each geographic region. The PI will develop the guidance and terms of reference for the TOC's role in each pilot project, as well as define the scope of responsibilities for the project coordination tasks. Subsequent programmatic and design decisions will be made cooperatively with the PI, TOC and project coordinator(s) as outlined in their contracts and guidance documents.

For this element, specific products will be contracts for subbasin specific coordination elements of Phase I of the project. These contracts will be let directly from BPA to independent contractors; however, the PI will be responsible for identifying the contractors and overseeing the development of their contracts. In addition, required annual and BiOp reporting on this task will be done following the reporting guidelines described above.
