C: 160 - Develop pilot enterprise-level data management system
Description:
Due to the large-scale data collection effort undertaken by ISEMP, and the project's goal of data analysis and interpretation, the project must develop its own approach to data management that takes into explicit account the versioning of protocols, the spatial/temporal representativeness of the data elements, the data flow from generators to managers, and ultimately, the output of data to data analysts. As such, the project will develop novel tools for the management and communication of monitoring data, monitoring data collection protocols and monitoring data flow. In addition, these tools will be implemented on a sub-basin scale and offered to the co-manager community to facilitate all of the above objectives. (SDM). This WE specifically involves the following actions: maintain, enhance and document Status and Trend Effectiveness Monitoring (STEM) database; maintain, enhance and document STEM data query and delivery website.

Deliverable Specification:
Deliverable Title: STEM Database Maintenance and Enhancements
Deliverable Specification: The STEM database has been developed to store data from numerous ISEMP data collectors for a wide variety of survey types. The SDM team will continue to load new data as it is provided from the regional data stewards. It is anticipated that additional survey types will be required to meet the goals of the ISEMP project and that database enhancements will be required to store and retrieve these new data types. As the ISEMP data coordinators develop processes to analysis the data, the SDM team will develop database routines to perform some of this analysis and will streamline data retrieval to meet the needs of these analysis.

Deliverable Title: STEM Website Maintenance and Enhancements
Deliverable Specification: The SDM team has developed a data query and delivery website to provide access to the STEM database. This system provides end users with a query interface that allows users to retrieve ISEMP data. As ISEMP data coordinators begin to develop data summaries for analysis purposes, the STEM website will provide a user interface that will dynamically retrieve this summary information. There have been requests to produce web services that will allow ISEMP data to be integrated with other data management systems. As the business rules and formats are defined for these services, the SDM team will develop the technical solution to provide this information.

Deliverable Title: STEM System Documentation
Deliverable Specification: In order to maintain the STEM data management system into the future a full set of documentation is crucial. This system documentation will ensure that as people move on, the system can be maintained. The system architecture will include complete database and website documentation as well as end user help guides.

Description: The ISEMP data management group has developed a set of data quality and assurance requirements to validate that data has been migrated from the source ARS format into the Oracle database repository successfully. Based on this rule set, the SDM team has created a process to ensure that all input datasets are stored in the STEM database exactly as they are delivered. Every dataset that is delivered to the SDM team will be loaded using this process and a data validation report will be generated for each dataset.

Description: The ISEMP data management system will require updates to protocols and data dictionaries as well as the ability to support new survey types and subbasins. Description: ISEMP data analysts require that data be available in specific formats based on survey type that can be readily ingested into their analysis. The SDM team will work with the ISEMP data coordinators to define these summaries and ensure that the information presented through the STEM website is accurate.
