B: 196 - Produce HMP for Submittal for NPCC Step 1 Recommendation
Description:
Review all pertinent existing public material to address outstanding needs for HMP revision most likely to garner a positive Step 1 recommendation from NPCC. Materials to be reviewed include: ISRP 2007-2009 Proposal Review Comments for Project, 2008 CTUIR HMP (including appendices), 2008 ISRP Comments, 2010 CTUIR Comment Responses, 2010 ISRP Comments on CTUIR Responses, 2012 Draft HGMP as submitted to NOAA, and CTUIR/ODFW/WDFW MOA for WW Hatchery.)

For ISRP issues identified, assess the extent to which ISRP issues have been adequately addressed either in the HMP or in subsequent comment responses. For issues determined to still require resolution, provide a preliminary recommendation to BPA key issues to focus on resolving and possible resolution strategies/steps. Consult with BPA, NPCC and CTUIR staff as necessary.

Propose a final approach/strategy for writing a new HMP. This should include an assessment of whether additional data collection or analyses are needed, along with a cost and schedule estimate for completing such work. Upon BPA concurrence, rewrite the HMP for organization, clarity, completeness, flow, and understandability.

The deliverable will be a new HMP submittal, and needs to be new stand-alone document. It may contain references to the 2008 HMP, 2008 ISRP Comments, and 2010 Tribal Responses as needed for clarity. Based on known NPCC/ISRP concerns, this document should address the Deliverable Specifications for this work element.

Finally, assist in providing responses to ISRP?NPCC comments and in making presentations to NPCC F&W Committee and full Council for Step 1 recommendation consideration.

The new HMP will include the following at a minimum:

•Incorporate any updated M&E and passage/habitat info completed since 2010. This might include spawning survey results, scale sample analysis, etc as needed to update conclusions about population status, habitat carrying capacity, etc.. Clarify and expand on CTUIR’s M&E approach as needed.
•Assess and resolve technical issues related to PNI, PNOS vs PHOS, SARs, AARs etc.
•Assess the validity/applicability of the EDT model used in the HMP to assess habitat carrying capacity. Identify whether other models exist that could meet this accomplish this task. No additional modeling is expected to be required.
•Clarify and expand upon CTUIR’s proposed approach to Adaptive Management as communicated in the 2008 HMP and the 2010 Comment Responses.
•Clarify and expand on CTUIR’s “decision framework” (Appendix X – Fish Disposition Model). Provide narrative examples of how the model would inform management decisions across a representative range of key or likely scenarios involving adult return numbers and timing, water and habitat conditions, etc.
