Description:
Coordination of the CHaMP project is being undertaken by several contractors who are experienced in working together and who must continue to work together for the entire project to be successful. These contractors include Terraqua, Inc. (TQ), Quantitative Consultants, Inc. (QCI), Eco Logical Research (ELR), South Fork Research, Inc. (SFR), and Sitka Technologies (Sitka). These contractors are overseen by Chris Jordan (NOAA) in his role as Principle Investigator and are known as the Project Management Team (PMT). This work element describes the minimum milestones for this group to work together coordinating the CHaMP project in 2013.

One technical team that is required is a Data Management Advisory Team who will advise Sitka in the development and management of the CHaMP data management system. BPA is contracting with the Sitka Technology Group in FY13 (Project 2011-006-00, contract 55738) to manage and develop the CHaMP data management system and tools, a task which requires oversight/insight from the CHaMP Data Management Advisory team. This work element includes milestones that describe the timing of the input from the advisory team.

Deliverable Specification:
A Project Management Team (PMT) will consist of the following individuals or their designates: Chris Jordan (NOAA), Mike Ward (TQ), Chris Beasley (QCI), Nick Bouwes (ELR), Carol Volk (SFR) and Steve Rentmeester (Sitka). This team will make technical decisions about the development and implementation of the CHaMP project with particular emphasis on protocol development, RBT development, reporting, and future planning. The PMT may delegate other individuals from the set of CHaMP coordination contractors to participate in this or other technical teams that may be formed to address individual elements of the project. For example, the PMT will work together to ensure the CHaMP protocol for 2014 is completed by March 30, 2014; the RBT tool calculates the suite of metrics required by the CHaMP project; that the project reporting schedule is completed, and that planning for 2015 is underway by October 15 to inform 2015 contracting efforts.

The Data Management Advisory Team will be comprised of Chris Jordan (NOAA), Mike Ward and Stephen Fortney, (TQ), Carol Volk (SFR), Boyd Bouwes (WSI), Andy Hill (ELR), Joe Wheaton (USU), Phillip Baily (NRA), Kelly Whitehead (SFR) and Steve Rentmeester (Sitka). The CHaMP Data Management Advisory team is responsible for reviewing and providing feedback on the priorities, requirements, and proposed designs of the CHaMP Data Management system (includes supporting pre-season, in-season, and post-season activities) and will make technical decisions about RBT development. Sitka also needs the engagement of the data management team in early testing and beta testing (which may require testing in the field). Under this arrangement, it is Sitka’s obligation to provide the advisory team regular opportunities for input and efficient processes for collecting that input on early designs and early software versions, and it is the advisory team’s obligation to provide feedback in a timely fashion in order to give Sitka ample time to address the feedback and make necessary changes.
