Reports shall be completed either monthly or quarterly as determined by the BPA COTR. Additionally, when indicating a deliverable milestone as COMPLETE, the contractor shall provide metrics and the final location (latitude and longitude) prior to submitting the report to the BPA COTR.

The EP will work with BPA COTR and compliance officer to determine the best course of action per subcontracts. Efforts will be aligned with other participating agencies to avoid doubling efforts. The COTR and compliance officer will be updated with documentation and status as reported from subcontract sponsors.
 C119Manage and Administer ProjectsProject Management and AdministrationEstuary Partnership will comply with all BPA requirements and regulations in regards to contract management, including the submission of required reports, requested information, and monthly submission of invoices. Additionally, the Estuary Partnership will report to BPA on the status of habitat restoration projects when requested. Reports will include the results of the project review committee rankings, the status of funded projects, changes to funded projects, and specific project metrics such as acres and stream miles restored, types of habitat, and any other metrics as requested by BPA. The Estuary Partnership will provide project information to BPA no later than 20 business days, and sooner if possible, upon any information request from BPA.
 D132Produce Progress (Annual) ReportPROGRESS REPORT COVERED IN EP RESTORATION CONTRACTThe progress report summarizes the project goal, objectives, hypotheses (for research), completed and uncompleted deliverables, problems encountered, lessons learned, and long-term planning. Examples of long-term planning include future improvements, new directions, or any ramping up or ramping down of contract components or of the project as a whole. *EP's Coordination efforts will be covered in its FY20-21 Restoration contract
 E114Identify and Select ProjectsConduct PRC Solicitation and Evaluation Process for Fall 2019- Spring 2021The Estuary Partnership will solicit project applications from partners throughout the project period. Project applications and funding guidelines, approved by BPA in 2011, will be advertised continually on the Estuary Partnership's website and via periodic email reminders, press releases to local newspapers and announcements at meetings. Applications will be accepted throughout the year and reviewed during three cycles (typically January/February, April/May and September/October). The Project Review Committee (PRC), composed of Science Work Group members, will conduct site visits and use the Estuary Partnership's project review criteria to rank the projects and make funding recommendations. The Estuary Partnership will then transmit the Project Review Committee's recommendations, including recommendations for individual projects and possible funding levels to BPA. BPA, in collaboration with the USACE, will make the final decision on project selection and funding. BPA and the Estuary Partnership will meet periodically throughout the contract period to discuss and coordinate multiple ongoing efforts aimed at identifying and implementing on-the-ground restoration and meeting the salmonid survival benefits required in the FCRPS BiOp. The USACE and others will be included in these periodic meetings when necessary. The Estuary Partnership will coordinate and work with BPA and others as necessary to set up these meetings. Estuary Partnership staff will attend these meetings as often as possible and when appropriate.  F191Watershed CoordinationRegional Coordination - Estuary Habitat RestorationThe Estuary Partnership will provide coordination and communication among restoration partners, including the biennial Columbia River Estuary Conference (CREC). Coordination will help restoration partners remain aware of other organizations' planned and ongoing restoration activities; help avoid duplicative efforts; and help recognize potential opportunities for increased collaboration on restoration projects. These coordination efforts should assist the region in identifying and implementing larger, more complex restoration projects in the estuary. The Estuary Partnership will also track the status of restoration activities occurring throughout the estuary. Estuary Partnership actions related to project tracking include: maintaining a project tracking database, in collaboration with restoration partners (CLT, CREST, Cowlitz Tribe, WDFW, USACE 536); producing maps with project information, including the project's current status; making project information available on the Estuary Partnership's website for those projects selected for implementation; and providing detailed information to the AAs to help them report accomplishments and plan for future projects.
 G157Collect/Generate/Validate Field and Lab DataBATWATER--Collect POST-Construction AEMR Level 3 dataThis work element will be subcontracted to the Lower Columbia River Watershed Council (LCRWC). This work covers a portion of the Level 3 work and the direct contract covers the remaining work. A Steering Committee consisting of the Estuary Partnership, BPA, USACE, and PNNL developed “A Programmatic Plan for Restoration Action Effectiveness Monitoring and Research (AEMR) in the Lower Columbia River and Estuary” (Johnson et al. 2013). This programmatic strategy for action effectiveness data collection calls for all restoration projects funded under the AA Columbia River Estuary Ecosystem Restoration Program (CEERP) to have a minimum of Level 3 AEMR data collection for pre and post restoration implementation. A subset of projects will be chosen for more intensive monitoring (Levels 2 and 1). Level 2 AEMR data collection is managed under the Estuary Partnership monitoring contract (#2003-007-00) and Level 1 is undertaken by the USACE under AFEP. Additionally, all Level 3 AEMR data collection is coordinated by the Estuary Partnership under the monitoring contract, including quality assurance and data management and reporting. Hence, no final report of AEMR will be completed through this contract; instead it will be done through the monitoring contract. Level 3 metrics include photo points, water surface elevation, water temperature, sediment accretion and topography.
