 D98OtherSpecial placeholder to cover Biomark 2011 contract expenseI have reviewed the BioMark NCTE CCR request with BPA managers regarding the potential impact the final invoice may have on this projects FY 2013 spending plan of $5,000,000.00. To ensure there is adequate “head room” for the final invoice to be processed, and for the project's FY 2013 budget not to exceed the five million dollar limit for “expenses,” the amount equal to the remaining contract balance will be left “unobligated” under this project in FY 2013. The unobligated value will be $42,207.00 and will be “HELD” in the BPA Internal Task Order for PIT tags under a separate work element (BioMark SET ASIDE). This way, while it will be seen in the Pisces project budget as “obligated,” in fact is will not be expensed at the end of the FY and the funds will “go away.” This approach has been agreed to with the project manager to ensure the two remaining CR’s under this project do not mistakenly get obligated over budget (if you have questions, contact David Byrnes 1-22-13)
