A | 154884 | 191 | Watershed Coordination | Planning, Facilitating, and Training for Salmonid Habitat Restoration Sponsors and Projects | This contract provides information and coordination to allow working groups and sponsors to select and implement projects that will restore and enhance fish habitat in the Clearwater Subbasin and lower and Little Salmon portions of the Salmon Subbasin as requested.
Coordination is provided via a variety of tasks including information sharing, project development, identifying and securing project funds, preparation and/or editing of memoranda of understanding, linking potential project sponsors with agencies' resource objectives, and policy development. This work is accomplished via meetings, conference calls, the postal system, and may include training.
During this Fiscal Year 2016 contract a riparian and wetland restoration workshop will be organized, coordinated, and implemented for interested restoration individuals and organizations. Cost components for this workshop will include the cost of the riparian/wetland professional consultant/trainer and associated expenses.
This position collaborates closely with Clearwater Focus Program partners, Northwest Power and Conservation Council, Bonneville Power Administration, state and federal agencies, local governments including soil and water conservation districts, boards of county commissioners, and communities.

B | 154885 | 122 | Provide Technical Review and Recommendation | Provide Technical Review and Comment on Plans as Requested | Review, as requested, project sponsors' proposals for continuous and completed project documents. Documents may include contracts, status reports, statements of work (SOWs), contract protocols, management plans, final reports, project proposals for funding, environmental compliance documents, draft agreements, and educational materials. Project sponsors may include soil and water conservation districts, non-profit organizations, county governments, state, federal, and tribal agencies, community organizations, and individuals. On occasion, partner agency report writers will request document editing, e.g. TMDL drafts, strategic plans, or professional papers. Project reviews will focus on best management practices or actions proposed or completed, and programmatic merit relative to the respective funding sources. Recommendations regarding linkages to subbasin management plans and proposed recovery plans will be included.
Preparation of project proposals for sponsors will also be classified under this work element.
The Focus Program coordinator works with five soil and water conservation districts, the Nez Perce Tribe, counties, other agencies, and watershed groups working in the Clearwater River Subbasin and lower and Little Salmon 4th field HUCs in the Salmon River. Some requests are anticipated from project sponsors who are coincidently implementing the Northwest Power and Conservation Council's subbasin management plans, but not funded by BPA.

The subbasin implementation database is an Excel spreadsheet that is linked to a subbasin map illustrating the 6th field Hydrologic Unit Codes (HUCs). Habitat restoration and monitoring projects are reported in the spreadsheet, information for each work entry includes identification number for the 6th field HUC, potential management unit, assessment unit, watershed, ESA Section 7 watershed, NOAA population group for steelhead, bull trout presence or absence, management plan objectives addressed by the action, project title, sponsor, funding source(s), RPA addressed, and BPA project number, if applicable.
