A Proposal is an application to continue existing work or start new work. While historically the Program solicited for all types of projects at once, starting in fiscal year 2009, the Northwest Power and Conservation Council and BPA are reviewing and soliciting for projects that are similar in nature and intent. These "categorical" reviews started with Wildlife projects and continue with Research, Monitoring, & Evaluation (RME) and Artificial Production (Hatchery) projects.
![]() | GEOREV-2007-064-00 | Proposal Version 1 | Existing Project | Pending BPA Response | 2007-064-00 | Slate Creek Watershed Restoration | The Slate Creek Project will directly address fish passage and habitat connectivity that have been identified as one of the prime limiting factors within the Salmon River Subbasin (NPCC 2004). This project will enhance habitat connectivity and fish passage by completing the following objective: OBJ-1: Reduce the number of artificially blocked streams so that zero barriers exist within the watershed. Working from the culvert prioritization document, the project will replace the highest priority culverts to re-establish habitat connectivity. Culvert design and environmental compliance documentation will be included as annual work tasks, and one culvert replacement will be completed each year through 2018. Deliverables for the project are as follows: 1. Slate Creek Culvert Replacements 2. Project Management 3. Monitoring Fish species that will benefit from this project are: Snake River Steelhead (O. mykiss) - ESA Threatened and Designated Critical Habitat, Snake River spring/summer Chinook (O. tshawytscha) - ESA Threatened and Designated Critical Habitat, bull trout (S. confluentus) - ESA Threatened and Designated Critical Habitat, Westslope cutthroat trout (O.c. lewisi), rainbow trout (O. mykiss). The Nez Perce Tribe (NPT) Department of Fisheries Resource Management (DFRM) Watershed Division and the Nez Perce - Clearwater National Forests (NPCNF) have been working cooperatively in the area of watershed restoration since 1997. In this 2014-2018 project proposal, the NPT and NPCNF will work collaboratively to complete culvert replacements as prioritized in the Slate Creek Watershed Culvert Prioritization Document. Monitoring of restoration efforts is a key component to determining the success of each project as well as feeding the adaptive management response loop to ensure the most successful techniques are being used during implementation. Implementation and compliance monitoring will occur on each project. Action effectiveness monitoring will be applied to projects through the “Action Effectiveness Monitoring of Tributary Habitat Improvement: a programmatic approach for the Columbia Basin Fish and Wildlife Program” (Roni et al. 2013). An important goal of this project is the timely reporting of science-based data. The Nez Perce Tribe Department of Fisheries Resource Management (DFRM) now has the equipment infrastructure necessary to ensure that this will be achieved. DFRM annual reports, metadata, and performance measure data will be available on the new DFRM website at http://www.nptfisheries.org.
