Includes activities for installing and/or moving electrical flow gauges or other complex flow measuring devices, such as flow gauges using telemetry to transmit data. Devices may be fixed or portable, and tend to be left in place for a full season or longer. Actual measurement would occur under 157. Collect/Generate/Validate Field and Lab Data.
Rule 1 (Environmental Compliance):
Any associated ESA, cultural resources, NEPA, permitting, or other environmental compliance work should be split out under 165. Produce Environmental Compliance Documentation.

Rule 2 :
If the flow measuring devices are simple, then the activities for installing the device(s) may be covered under 157. Collect/Generate/Validate Field and Lab Data. "Simple" devices are those that tend to be left in-place for one season or less and/or that are manually read, even if the measurements are taken and displayed electronically.

Example 1: Three electronic flow gauges will be installed in the Touchet watershed to record flow data from spring through fall, at which time they will be removed. Data will be downloaded electronically and monthly by a biologist. Use one work element for all three gauges or split into three separate work elements. Use the work element(s) again the next year for when the gauges are to be re-installed in the same or new locations.
Example 2: A complex, portable gauge will be moved in mid-season. Use this work element just once, and report the location where it was in-place for the longest period. Use the work element again the next year for when the gauge is re-installed in the same or new locations.
Example 3: Four relatively basic electronic gauges will be placed permanently on the headgates of an irrigation system, and their data will be automatically transmitted to a computer in a field office via a wireless cell phone link. Use this work element once or four times.
Example 4: Staff gauges will be placed in streams at 6 locations in the Walla Walla subbasin and be "read" periodically. No need to use this work element. Installation of the staff gauges may be covered by a milestone under a single 157. Collect/Generate/Validate Field and Lab Data.
Example 5: A roving technician uses a mobile, handheld velocity meter to take measurements at standard monitoring points in an irrigation water distribution system, and the data are subsequently used to calculate flow rates. No need to use this work element. This activity would be covered by 157. Collect/Generate/Validate Field and Lab Data.
Rule 3 (Metrics):
If a complex flow measuring device is moved to a new location or installed back in the original location, use the Install Flow Measuring Device work element in the next contract to record the redeployment and location of the device(s).

On-the-ground work associated with this work element cannot proceed until this milestone is complete. Milestone is complete when final documentation is received from BPA environmental compliance staff.

Overview:
Summarizes annual accomplishments of the Habitat portion of the Program in terms of measures or metrics. Includes several tables focused on different dimensions: Habitat Zone, NPCC Province and Subbasin, ESU. Report can be filtered by Fiscal Year, Province or Subbasin, Work Element, Work Status, or Fish Species (ESU) benefitted.

Overview:
Shows the estimated spending by Focal Species – various anadromous and resident fish and general wildlife category – by fiscal year. Since contractors don’t invoice BPA by work element, much less by focal species, this report allocates project costs by the proportion of the work element budgets and the focal species associated with each work element. This report has two tables: Spending by all Focal Species, and Spending by ESA-Listed Focal Species (a table that allows BPA to meet federal reporting requirements).
