Work Element 156: Develop RM&E Methods and Designs - Published
WE Name:
156. Develop RM&E Methods and Designs (Develop RM&E Methods)
Work Category:
RM & E and Data Management
WE Agreement Type:
Contracted
Status:
Active
Definition:
Work to identify and/or develop monitoring methods, designs, or associated tools. This includes statistical and sampling designs; protocols for field or remote sampling, data analysis, lab procedure, reporting standards, and quality assurance/quality control; development of data definitions and metadata; conceptual or simulation models; software development; tagging and other monitoring equipment; and generally any other work that prepares for the implementation of actual data collection/generation. Protocols, including temporal and spatial designs, data collection and analysis methods, and related metrics or indicators, will be “Published” in monitoringresources.org. Does not apply to producing an RM&E plan itself (see 174. Produce Plan). Does not apply to models that are developed in the course of analyzing and interpreting existing data, such as multivariate models (see 162. Analyze/Interpret Data).
Do not use this WE to describe field training activities. Instead, use the WE that applies to the activity to be conducted. Eg. Electrofishing should be in WE #157

Protocols, including temporal and spatial designs, data collection and analysis methods, and related metrics or indicators will be “Published” in monitoringmethods.org. They should have complete descriptions for all RM&E work outlined in your last project proposal and ongoing SOWs. The core principal for this work is that each WE implements a discrete protocol with a discrete data set for each location data is collected as a final product. A “Protocol” is a detailed plan that explains how data are to be collected, managed, analyzed, and reported, and is a key component of quality assurance for natural resource monitoring programs (Oakley et al. 2006). A fully-defined protocol in monitoringmethods.org includes Objectives, Key Assumptions, Study Design, data collection or data analysis Methods, Metrics and Indicators, Personnel and Training considerations, etc. This ensures that the correct information is being collected in the proper spatial scales and intensity, and is addressing the key F&W program information needs. This information is required to ensure the information attained is properly documented and repeatable by any entity choosing to use the protocols created.

Description

Environmental compliance requirements complete -New
Required
No
On-the-ground work associated with this work element cannot proceed until this milestone is complete. Milestone is complete when final documentation is received from BPA environmental compliance staff.
Review, revise, and publish Study Plan and Methods in monitoringmethods.org
Required
No
The Study Plan (including temporal and spatial design) and Methods for this work element are stored at monitoringresources.org and need to be finalized (i.e., "Published" through monitoringresources.org), preferably prior to data collection. Preparations for contract renewals must include reviewing any previously published Study Plan/Methods to ensure that they are consistent with how work will be done in any subsequent contract.

Applicability and status of the following environmental compliance requirements can be found on the Environmental Compliance tab for that work element in your SOW for all 2007 contracts forward. BPA's Environmental staff will update and maintain this information in CBFish in real time, so that you can check the status of environmental compliance on your project at any time.

Note: Many of the fields are set to auto-load in CBFish, but the settings will be reviewed by BPA's Environmental staff prior to the contract being finalized, and may be revised depending on the specific circumstances.

  • National Environmental Policy Act (NEPA)
NEPA coverage for this work element will be determined by BPA's Environmental staff and could include an Environmental Impact Statement (EIS), Environmental Assessment (EA), Record of Decision to an existing EIS, or Categorical Exclusion.

  • Endangered Species Act (ESA)
ESA consultation is typically required for this work element.

  • National Historic Preservation Act (NHPA)
NHPA Section 106 consultation is typically required for this work element which often includes a cultural/historic resource survey by a qualified archaeologist.

  • Public Involvement
Public involvement is typically not required for this work element.
