Definition:
This work element includes the fish culture activities associated with a "typical" hatchery O&M contract: obtaining broodstock, spawning broodstock, incubating fertilized eggs, maintaining fish health, rearing juveniles, acclimating juveniles prior to release, releasing juveniles into a stream or lake (either onsite or from a separate acclimation facility), and transportation of fish or eggs between various locations. O&M contractors should use this work element, "Produce Hatchery Fish," along with 61. Maintain Artificial Production Facility/Infrastructure, in their SOWs. Use 60. Maintain Fish Health, if you are ONLY performing fish health activities under your contract. Unless there are unusual circumstances, use only one work element per species and brood year.

  • Hatchery maintenance is covered under 61. Maintain Artificial Production Facility/Infrastructure.
  • Any use of WE# 176 Produce Hatchery Fish requires an annual production plan for those fish. Use 174. Produce Plan to cover work to develop this plan. The plan will cover all species produced at the hatchery. For each species, where applicable, the plan will include a forecast for the next adult return and the number to be retained for broodstock, disposition of excess fish, assumptions about survival between life stages, number of individuals to be released at each life stage, transportation, and acclimation plans, etc. The plan will be provided electronically to co-managers and attached in Pisces to the contract under which the fish are reared.
  • For contracts ONLY performing fish health activities, use 60. Maintain Fish Health.
  • For contracts that also include 61. Maintain Artificial Production Facility/Infrastructure, where an annual maintenance plan is required, the annual production plan(s) and the maintenance plan may be combined into a single "Annual Operating Plan" (AOP).
  • All put and take fishery work is covered under 187. Put and Take Fisheries.
  • Use 66. Trap/Collect/Hold/Transport Fish - Hatchery if you are only trapping, collecting, transporting, and/or holding fish (all life history stages) for inclusion in a fish culture program. If the full range of fish culture activities is performed under a contract, use 176. Produce Hatchery Fish with milestones for trapping, collecting, transporting, and/or holding fish, as appropriate.
  • 165. Produce Environmental Compliance Documentation must also be used in the SOW to describe environmental compliance activities necessary for this activity.
  • Use a separate 165. Produce Environmental Compliance Documentation to capture activities leading to the submission of a Hatchery Genetic Management Plan (HGMP), submit to BPA for ESA consultation initiation, and provide comment on Biological Opinion.

  • Rule 2 (Location of Work): If the hatchery program for a single species includes multiple locations, (e.g., broodstock collection, hatchery, and acclimation sites) you may lump the multiple locations under a single work element. You may also split the work into separate work elements for each location if it helps provide clarity for project management purposes. However, if the rearing and the release of the fish occur in separate subbasins, they must be split out as separate work elements.

  • Rule 3 (Metrics): If multiple species or brood years are produced under a hatchery O&M contract, you must use separate work elements for each species and brood year since the metrics need to be reported separately. Unless there are VERY unusual circumstances (talk to your COTR), use only one work element per species and brood year.
