Work Element 199: Remove Vegetation - Published
WE Name:
199. Remove Vegetation (Remove Vegetation)
Work Category:
Habitat - Habitat Improvement
WE Agreement Type:
Contracted
Status:
Active
Owner:
Definition:
Use during the initial year of treating a site if removing one or more plant species, or a number of individuals of a plant species, by mechanical, biological, and/or chemical means, or by controlled burn.

Target species are often exotic or non-native plants, naturalized plants, or undesirable native plants, all of which may be considered to be noxious, invasive or "weeds". Includes the removal of both aquatic and terrestrial plants as well as tree stand manipulation due to encroachment or to create forage openings.
WSE Description Template:
As identified in [PRIORITIZATION FRAMEWORK] [VEGETATION TYPE] removal at this site will address [ALTERED PRIMARY PRODUCTIVITY, DECREASED WATER QUANTITY, ETC] limiting habitat factors, for [SPECIES] limiting life stages including [SUMMER/WINTER REARING, ETC]. [DESCRIBE WORK ELEMENT PURPOSE].

[LIST VEGETATION] will be removed on XX acres to [PURPOSE].

Vegetation removal will be completed by [DESCRIBE METHODS AND WHO WILL COMPLETE THE WORK (STAFF OR SUBCONTRACTOR)]. [LIST MEASURES TAKEN TO MINIMIZE IMPACTS TO MIGRATORY BIRDS.] [AFTER INSERTING RELEVANT TEXT WITHIN ALL BRACKETS, DELETE THESE BRACKETS]

  • If you have overarching, general habitat management goals and removing vegetation is one part of an overall scheme of activities, you can identify planting area/s and Study Design as part of your 174. Produce Plan. The first year you actually plan to remove vegetation on-the-ground, use 199. Remove Vegetation, and detail your steps as milestones.
  • If your goal is to reduce or eliminate vegetation on a specific site, then use 199. Remove Vegetation the first year of treatment. If you are treating the site after the initial year use 198. Maintain Vegetation.
  • If you are planting at a site for the first time use 47. Plant Vegetation.

Deliverable Status:
Required
Default Deliverable Desc:
Acres of removed vegetation
Potential Deliverables:
  • Non-native, invasive, or encroaching species removed removed per approved design set resulting in [SUMMAY OF HABITAT METRICS GAINED].

  • Rule 1 (Environmental Compliance): Any associated ESA, cultural resources, NEPA, permitting, or other environmental compliance work should be split out under 165. Produce Environmental Compliance Documentation.

    Example:

WE: 165. Produce Environmental Compliance Documentation
WE Title: Environmental compliance for all contract activities
WE Description: Provide BPA Environmental Compliance Lead with verification of any required local permits, a detailed map, and project description to support cultural resources consultation.

Note: In every instance, this WE will have as the first milestone: "Environmental compliance requirements complete", and the end date of this milestone must be before the start date of any ground disturbing activities within that WE. Therefore, your SOW will have one 165. Produce Environmental Compliance Documentation as well as the environmental compliance milestone embedded within each Maintain/Remove Vegetation WEs.

  • Rule 2 (Location of Work, Talk to your BPA COR): If you are removing plants at various locations, a work element must be created for each location to document metric requirements. This does not require multiple work elements for 165. Produce Environmental Compliance Documentation.

    Examples:

    Option 1:

    WE: 199. Remove Vegetation
WE Title: Thin 20 acres of Ponderosa Pine on the Miller Tract

    Option 2:

    WE: 199. Remove Vegetation
WE Title: Treat 45 acres of sulfur cinquefoil with glyphosate on Marshall Property

    Option 3:

    WE: 199. Remove Vegetation
WE Title: Cut 5 acres of Russian olive and treat stumps on Black Pine Property

  • Rule 3 (Metrics): If there are multiple projects at a single location, vegetation removal being one of them, then be sure to split out each separate work element so we can capture the appropriate metrics. For example, you're spraying vegetation, but you want the cattle out of the area too. You'll be building fence, and planting vegetation.

    Examples:

    Option 1:

    WE: 199. Remove Vegetation
WE Title: 8 acres hawthorn/snowberry/dogwood along Cooper Creek riparian buffer

    Option 2:

    WE: 40. Install Fence
WE Title: Fence 3 miles of riparian buffer along the right bank of Cooper Creek

    Option 3:

    WE: 199. Remove Vegetation
WE Title: Spring spraying - 5 acres of knapweeds, thistle and skeleton weed along Cooper Creek

  • Rule 4 (Environmental Compliance, Location of Work): In order to identify the specific area of potential effect (APE), upload map(s) that depict APE polygon(s) in the Attachments tab, document type “Map”, into Pisces. Inform you environmental compliance lead when this is done.

Applicability and status of the following environmental compliance requirements can be found on the Environmental Compliance tab for that work element in your SOW for all 2007 contracts forward. BPA's Environmental staff will update and maintain this information in CBFish in real time, so that you can check the status of environmental compliance on your project at any time.

Note: Many of the fields are set to auto-load in CBFish, but the settings will be reviewed by BPA's Environmental staff prior to the contract being finalized, and may be revised depending on the specific circumstances.

  • National Environmental Policy Act (NEPA)
NEPA coverage for this work element will be determined by BPA's Environmental staff and could include an Environmental Impact Statement (EIS), Environmental Assessment (EA), Record of Decision to an existing EIS, or Categorical Exclusion.

  • Endangered Species Act (ESA)
ESA consultation is typically required for this work element.

  • National Historic Preservation Act (NHPA)
NHPA Section 106 consultation is typically required for this work element which often includes a cultural/historic resource survey by a qualified archaeologist.
