This work element is intended for the placement of natural materials in the water or on the floodplain to create habitat features or improve channel morphology. Actions include placement of large woody debris (LWD), constructed riffle features, boulder placements, and beaver dam analogs (BDAs). It also includes placing gravel to improve complexity by creating pools or fish spawning habitat. Complexity structures are typically used in stream reaches with limited natural tendencies to foster development of, or ability to maintain, natural habitat features. For example, structures are often placed to improve habitat variability for fish in otherwise uniform flow conditions. These actions can have the objectives of creating and/or maintaining scour pools, influencing channel sinuosity and hydraulic complexity, recruiting and retaining wood and gravel, sorting of gravels, and supporting hydrologic connectivity with the floodplain.

Design review should be at 80% completion before contracting to help assure implementation and expenditure of contracted funds.

When this WE is used, the contract must also include 175. Produce Design . If structures are being added to resolve a fish passage barrier, use 184. Install Fish Passage Structure . If maintaining an existing structure, use 186. Operate and Maintain Habitat/Passage/Structure . If work involves only plantings, use 47. Plant Vegetation . If other methods are used to control erosion in the riparian and upland zones, use 55. Erosion and Sedimentation Control . This work element should not be used for bank stabilization unless it is part of a larger habitat or complexity action.

  • Rule 2 (Location of Work): Each different river or stream that is to undergo implementation must be split into separate work elements. Additionally, a separate work element should be used for each different river or stream reach that is to undergo treatment (how reach designations are to be established is a choice; geomorphic features or anthropogenic features or both). If the treatment area is over two miles in length, each two-mile section warrants a separate work element.

    Example:
    Habitat structures are to be installed in three separate creeks; Deep Creek, Jones Creek, and Bear Creek. Each creek warrants its own 29. Increase Aquatic and/or Floodplain Complexity and may require further listings of 29. Increase Aquatic and/or Floodplain Complexity if implementation is to occur in multiple reaches of that creek.
