8 Milestones
Sort Type Title Start End Status Modified By Modified Date
A EC Environmental compliance requirements complete 3/1/2019 2/29/2020 Active Eric Andersen (Inactive) 1/9/2019 3:01:00 PM
Description: On-the-ground work associated with this work element cannot proceed until this milestone is complete. Milestone is complete when final documentation is received from BPA environmental compliance staff.
B Suggested Integrate requirements for HIP into design solicitation--ESA species only 3/1/2019 2/29/2020 Concluded Eric Andersen (Inactive) 1/9/2019 3:01:00 PM
Description: Use this milestone for design work that will require ESA coverage under the Habitat Improvement Program Biological Opinion (HIP), for work that would otherwise require a BA. Note that USFWS now uses the HIP for bull trout. Prior to sub-contracting for project design, initiating design in-house, or commencing work (1) assure that the solicitation for design-related products (e.g., assessments, evaluations, surveys, engineering, design specifications, technical drawings, site plans, etc.) explicitly include reference to and incorporation of HIP design requirements, criteria specifications, activity categories, and risk characterization; (2) review the Conservation Measures Checklists within the HIP handbook with employees or contractors (https://www.bpa.gov/efw/Analysis/NEPADocuments/Pages/ESA-Process.aspx); and (3) sufficiently incorporate the cost of these design requirements in requests for proposals, sub-contract cost-estimates, or quotes for all aspects of the project (pre-design, design, permitting and implementation). Refer to the “General Project and Data Summary Requirements” in the HIP for additional information.
C Design3 Submit project concepts: preliminary design to the EC and COTR. 10/1/2019 2/29/2020 Concluded Eric Andersen (Inactive) 2/12/2019 9:13:51 AM
Description: Provide conceptual strategy, restoration approach, or preliminary design (even if at the very earliest stages of development) to the EC-lead and COTR to inform the HIP III risk characterization; and before developing any additional significant technical detail or engineering specifications.
D Design2 Obtain HIP risk determination 3/1/2019 2/29/2020 Concluded Eric Andersen (Inactive) 1/9/2019 3:01:00 PM
Description: FOR HABITAT ACTIONS ONLY: Once a project is selected and conceptual design is complete, the EC Lead will determine if work under this work element may be able to have full ESA-coverage (NMFS & USFWS) under the Habitat Improvement Program Biological Opinion (HIP). The HIP has expanded coverage for projects that may pose a moderate to high risk of impacting an ESA-listed species or critical habitat that would normally require a Biological Assessment. For work that qualifies, projects will undergo a review by the EC Lead and Engineering Technical Services (ETS) team. Before conceptual design commences, contact the EC lead for HIP consideration, instruction, and information needs and requirements for coverage eligibility.
E Design1 Submit designs for BPA engineering review- up to 30% for this contract period 3/1/2019 2/29/2020 Concluded Eric Andersen (Inactive) 2/12/2019 9:13:51 AM
Description: Submit designs consistent with development stage for BPA engineering review. Designs may be reviewed at conceptual stage (requiring a brief functional review), or 15% and higher (requiring a complete Basis of Design Report). Submit designs to ECL, COR, and other relevant reviewers.
F Suggested Provide projected construction start date to BPA COR and EC Canceled Hannah Dondy-Kaplan 2/12/2019 9:13:51 AM
Description: Provide month and year of projected construction start date to assist in project planning, environmental compliance, planning and design review timelines. Provide during conceptual design stage and no later than 15% design. Include in WE description if possible.
G Design8 Begin cultural resource clearance for ground-disturbing survey and monitoring actions for out-year planning 10/1/2019 2/29/2020 Concluded Eric Andersen (Inactive) 2/12/2019 8:55:57 AM
Description: Start the cultural resource clearance process with BPA. If planning or design work requires ground disturbance including but not limited to geotechnical surveys, ground water monitoring, or well exploration, obtain appropriate cultural resources consultation prior to any ground disturbance. Notify EC lead well in advance of ground disturbing work. On-the-ground work associated with this work element may not proceed until this milestone is complete. Milestone is complete when BPA environmental compliance staff provides final documentation.
H DELIV Up to 30% Draft Design complete 2/29/2020 Concluded Eric Andersen (Inactive) 2/12/2019 9:13:51 AM
Description: Selected alternative from feasibility study and draft design complete and submitted to BPA
