Contract Description:
This contract was selected out of a competitive process and received technical assistance for BPA's FY19.

Molalla River Watch (MRW) and Oregon Parks and Recreation Dept. (OPRD) are collaborating with consultants, agencies, and researchers to develop plans to increase high flow and thermal refuge for listed fish, increase habitat complexity, and preserve the floodplain forest at Molalla River SP. Recognizing the importance of existing habitat elements, all work will seek whole-site resiliency with a “do no harm” and process-based approach.
MRW and OPRD will identify restoration opportunities and create designs that: 1) address limiting factors for winter steelhead and spring Chinook; 2) benefit other key fish and wildlife species; 3) provide opportunities to improve public natural resource education.
Funding will be used to work with a qualified consulting firm to implement:
• Site Investigations: characterize terrain, hydrology, ... geomorphology, temperature, and floodplain inundation as they relate to habitat extent and timing for critical aquatic species.
• Alternatives Analysis: refine goals and objectives, define alternatives and evaluation criteria; evaluate alternatives for potential restoration and preservation actions.
Draft design (up to 30%)and Budgeting: advance the preferred alternative to refine project planning and budgeting.

Existing Conditions Analysis Existing conditions analysis will make use of site data to develop a comprehensive picture of site conditions, existing processes, opportunities, constraints, and threats as relevant to project considerations. The existing conditions analyses will include: • Field work to collect follow-up data and check on monitoring sensors actively recording water level and temperature on the site • Hydrologic analysis of existing USGS gaging data on the Molalla, Pudding, and Willamette Rivers to inform the frequency and duration of flows. • Hydraulic modeling of existing conditions to inform the timing and patterns of flood inundation in the dynamic confluence environment with controls from upstream and downstream (the mainstem Willamette). • Geomorphic analyses to identify processes to be preserved or enhanced. • Floodplain inundation and temperature assessment of main and off-channel areas. • Biological input on the timing of use by multiple species and associated habitat requirements. 2. Alternatives Development and Selection Informed by findings from site investigations, alternatives development and selection will involve critical decision-making and set the direction for the project. Three major tasks within this process will involve (1) refinement of project goals and objectives, (2) development of alternatives, and (3) selection of a preferred alternative. Refinement of goals and objectives will account for increased understanding of the site conditions and processes. With this greater understanding, our goals and objectives will be further connected to specific and measurable habitat metrics that go beyond the trajectory-based objectives outlined in this application. The project team will also identify key opportunities and constraints moving towards alternatives development. The alternative development process will produce the following information to aid in communication to stakeholders as well as preferred alternative selection efforts: • Conceptual maps displaying proposed restoration treatments • Rough cost estimates • Matrices outlining benefits and risks of each considered alternative, including relative estimates of habitat uplift, expected habitat trajectory/longevity, permitting considerations, and disturbance area. • Hydraulic modeling of proposed conditions (where necessary to evaluate benefits and risks)$53,00068.69%03/01/201902/29/2020
