B: 168 - Implement conceptual phase (Step-1) LR Sturgeon Hatchery - Feasibility
Description:
Implement conceptual stage (Step-1) of the Lake Roosevelt Conservation White Sturgeon Hatchery. This step includes completion of a feasibility study that examines all major components and elements necessary to construction of an economical and efficient facility. Site selection will include the examination of existing facilities and exploring undeveloped locations as an alternative if existing facilities prove unacceptable.

Deliverable Specification:
Complete step-1 of the NPCC 3-Step Process for the development/construction of new production facilities. Includes site selection based on examination of existing facilities and alternative facility locations if appropriate. All documents produced will be attached in Pisces under this work element.

Feasibility Study:
Complete a feasibility study that examines existing artificial production facilities in the area and determine whether any of them are suitable for conversion to sturgeon production, or for inclusion of additional production of sturgeon. If none of the available facilities are suitable, we plan to identify potential locations to build a new facility.

Steps to be completed include development of a comprehensive list of criteria necessary for a facility to effectively; 1) hold adult fish and remove gametes for breeding; 2) rear eggs to the yearling stage for release (minimum size 30 g per individual); 3) rear the appropriate number of family groups identified as necessary to maintain the genetic integrity of the population (based on flow and space considerations); 4) implant juveniles with PIT, elastomer, or coded wire tags, or other marks (scute removal) necessary for post release research and monitoring objectives; and 5) other considerations identified by managers and production specialists. Criteria to be considered will include flow, temperature, water quality/chemical parameters, space, multi-species rearing considerations, proximity to wild population, displacement or loss of other fish species production, and other considerations as identified.

Potential facilities for consideration include, but are not limited to the Colville State Hatchery, Colville Tribal Hatchery, Eastern Washington University Aquaculture Facility, Ford State Hatchery, Columbia Basin Hatchery, Sherman Creek Hatchery, Spokane State Hatchery, Spokane Tribal Hatchery, private fish hatcheries, and/or combinations of the above facilities or other as yet unidentified facilities. The other alternative would include building a new facility.

We plan to develop of a comprehensive list of positive and negative aspects for each facility, including potential structural, mechanical, and electrical alterations and associated cost estimates for the renovations. Operation and maintenance cost estimates for each facility will also be assessed.
