| C | 99 | Outreach and Education | Communicate and coordinate with participants in habitat projects - Salmon Region | Hold and attend meetings with interested publics and agencies to identify potential fish habitat improvement projects, prepare proposals for funding, review and prioritize projects and proposals, coordinate activities, and implement fish habitat improvement projects.
Habitat Biologist communicates and coordinates with all stakeholders, including being the initial contact and project lead for soliciting participation and project development on private property. Prioritization of habitat projects is based on many data sources and recovery plans including identification and documentation of high density spawning and rearing areas, mapped designated critical habitat, and addressing habitat limiting factors in site specific locations. Although many of these watersheds (Pahsimeroi River/North Fork Salmon River) are not sampled as extensively as other subbasins (Lemhi River) and are not an identified Intensively Monitored Watersheds, these populations are critical to recovery efforts for Chinook salmon, steelhead, bull trout, and westslope cutthroat trout in the upper Salmon River Basin. This biologist position communicates and coordinates with all project partners, especially landowners, and regulatory agencies, NMFS, USFWS, CoE, IDWR, and BPA Environmental Staff in development of preliminary designs and moving through the permitting and final design processes. Potential projects are prioritized, developed, and ranked prior to soliciting funding in the Upper Salmon Basin Watershed Project’s Technical Team Subcommittees consists of large interagency teams of biologists, hydrologists, land managers, State and Federal Regulatory agencies, and including Contract Officers and Environmental Staff for BPA.
| D | 114 | Identify and Select Projects | Develop preliminary plans, projects, and proposals - Salmon Region | Develop preliminary habitat improvement plans, projects and proposals. Review plans and make recommendations for funding. Includes coordination with other agencies.
Habitat restoration projects are ranked and prioritized in the Upper Salmon Basin Watershed Projects’ Technical Team by local fisheries and hydrologic experts in State, Federal, and partner non-governmental agencies that are familiar with specific subbasins and watersheds. Each project is presented to the subcommittee (Lemhi River, Pahsimeroi River, North Fork Salmon River) for discussions about merit and prioritization with the group for the habitat improvement action in improving production and survival all life stages of Chinook salmon, steelhead, and bull trout. Then a conceptual design is created with engineers, and then the project is brought back to the USBWP Technical Team for review, ranking, and comments. The comments that are received during the Tech Team meeting are then integrated into the design moving forward for pursuing potential funding. | Chinook (O. tshawytscha) - Snake River Spring/Summer ESU (Threatened), Steelhead (O. mykiss) - Snake River DPS (Threatened) | Cutthroat Trout, Westslope (O. c. lewisi), Trout, Bull (S. confluentus) (Threatened) |
| E | 191 | Watershed Coordination | Agency Project Coordination | Meet with all stakeholders, assign specific project tasks that will lead to a project proposal. Coordinate with various agencies to ensure interest and viability of potential projects. Allow opportunity for all stakeholders to understand the interconnectivity of their projects and ensure projects do not clash in terms of outcomes.
Identify opportunities to enhance aquatic natural resources within the Pahsimeroi River subbasin, Lemhi River tributaries, and mainstem Salmon River tributaries. Work with Tribes, BoR, OSC, USFWS, NRCS, local conservation districts, NGO's and stakeholders to identify problems and solutions within the watershed. Coordinate with agencies, stakeholders, and other entities on restoration and enhancement efforts to prevent duplication and enhance communication and cooperation. Work with landowners, interest groups and agencies to research and identify funding and cost share opportunities.
| F | 191 | Watershed Coordination | Conduct Meetings for Restoration Planning | Develop preliminary plans, projects and proposals. Includes coordination meetings with other agencies and private landowners. | | |
| G | 115 | Produce Inventory or Assessment | Stream Investigations & Habitat Assessments | Perform fisheries investigations on designated tributary streams to identify species absence or presence, distributions, densities, and habitat inventory. This work includes determination of landowner willingness to participate in future year fisheries improvement projects, mapping irrigation systems, and documentation of seasonal in stream flows, fish passage, and identifying water conservation potential.
Screen Program Fisheries personnel continue to be involved in fish salvage operations that are a part of various projects aimed at improving habitat and fish passage, and the seasonal shutdown of irrigation diversions within the Upper Salmon River Basin.
The Screen Program is required to provide an annual report on the number of federally listed fish species that Program employees handled during salvage and rescue operations and under their Section 4(d) permit. Screen Program Biologist provides numbers of bull trout to the U.S. Fish and Wildlife Service and the number of listed anadromous fish to NOAA Fisheries. Fish were either handled during stream surveys or during salvage operations associated with irrigation ditch shut downs or habitat improvement projects.
All Fisheries data that is collected is input and stored in the IDFG Stream Survey and Redd Survey Databases. IDFG and BPA have been working together to develop a GIS tool to share and display data for habitat restoration partners. BPA has been an active participant in the Habitat Restoration Planning Group which has been developing this effort. | Chinook (O. tshawytscha) - Snake River Spring/Summer ESU (Threatened), Steelhead (O. mykiss) - Snake River DPS (Threatened) | Cutthroat Trout, Westslope (O. c. lewisi), Trout, Bull (S. confluentus) (Threatened) |
