Contract Description:
Project #2003-017-00 (Project) seeks to develop two novel monitoring and evaluation programs: (i) subbasin-scale pilot status and trend monitoring efforts for anadromous salmonids and their habitat in the Wenatchee, John Day and South Fork Salmon River subbasins, and (ii) effectiveness monitoring for suites of habitat restoration projects in selected watersheds within the three target subbasins.  This work – critical for implementing the 2000 NMFS FCRPS Biological Opinion (RPA Actions 180, 181, and 183) (BiOp) – builds on current status and trend monitoring programs within each of these subbasins.  Several regional and local organizations are funding and implementing these programs.  In short, this project will integrate existing and new monitoring and evaluation activities in three pilot subbasins to help ensure that provisions of the BiOp are satisfied.

This contract is one of several contracts that will implemen... t this project.  The final report for this contract will contain data that will 1) be submitted to NOAA FISHERIES (also a contractor under this project) for use in a project level integrated Annual Report and 2) be submitted to BPA as a contract final report according to the terms of this contract.  

This contract covers a seven month period from 7/1/2007 to 1/31/2008.  This is a shorter period than the previous contract, which ran from 7/01/2006 through 6/30/07.  This shorter time period was at the request of the U.S. Fish and Wildlife Service (USFWS), and was agreed to by ISEMP, to make USFWS's reporting requirements and hiring schedules more efficient.  Subsequent contracts will be for a 12-month period.  In addition, the operation of the smolt trap is being funded by NOAA until the end of July, after which BPA funding will begin.  This is reflected in the start dates in the smolt trap work element, which are later than normal.

This Scope of Work (SOW) will enable the Bonneville Power Administration (Bonneville) to implement the Project in the Entiat River Subbasin with the objectives of (1) determining the effectiveness of restoration efforts in the Entiat River, (2) estimating spring Chinook salmon and steelhead smolt production, and (3) estimating life history parameters of spring Chinook and steelhead.  Specifically, within this SOW, the USFWS will achieve these objectives by 1) estimating the abundance and distribution of fish within the Entiat River Subbasin by conducting snorkeling surveys at 23 locations at restoration project sites, 2) estimating the smolt production of spring Chinook salmon and steelhead for the Entiat River Subbasin in 2007, and 3) estimating life history parameters of spring Chinook and steelhead by capturing and PIT tagging juvenile spring Chinook and steelhead.    

Technical methodologies for all work conducted under this SOW will follow protocols specified in the following document unless Upper Columbia Regional Technical Team and USFWS mutually agree to changes to these methodologies:

Fish will be surveyed by direct observation using single-pass snorkeling as described by Thurow (1994) at 23 sampling sites during each of two survey periods. Surveys will be conducted two times during the year: in July/August (after peak discharge), and in late October/November. During each survey period, surveys will be conducted at a total of 23 sample sites including: 14 planned habitat restoration treatment sites within the Bridge-to-Bridge reach (approx. rm. 0.7 to 4.5); 4 preexisting habitat restoration treatment sites within the Hatchery Reach (approx. rm. 4.5 to 6.75); 5 untreated control sites within the Hatchery Reach. Specific sample sites will be identified jointly by USFWS and Terraqua. Survey sites will be snorkeled during the day during the summer survey period (July/August) and snorkeled during the night during the fall survey period (October/November). Survey Protocol and Data Gathered: Fish will be surveyed by direct observation using single-pass snorkeling as described by Thurow (1994). Up to eight snorkelers and two shore tender will conduct the surveys in the mainstem river sampling sites. Side channels will be surveyed by up to four snorkelers. Up to five snorkelers may be needed to survey the re-established off channel habitat depending on the dimensions and complexity of that area. Survey crews will enter the downstream end of the designated sampling site and snorkel as a unit in an upstream direction to the end of that site. Glow sticks or other visible markers will be affixed near the applicable benchmarks prior to each survey to assist crews in defining the sample site. All USFWS staff involved with this survey work will be training in snorkeling methods and have prior snorkeling experience. Snorkeling will be done in dry suits and hand-held dive lights will be used to illuminate the survey area at night. Data will be recorded by each diver on a PVC cuff secured to their arm and transferred to a datasheet at the end of each habitat units. Snorkelers will be positioned across the stream channel so as to cover the entire channel. The distance between snorkelers must be sufficient to clearly survey the areas between each snorkeler and/or between snorkeler and the stream bank. Water temperature and turbidity will be collected during each survey. All fish observed will be counted by species and assigned to a 20 mm size class. Numbers of fish will be tallied in each of several habitat units within sample sites. These habitat units will be identified jointly by USFWS and Terraqua habitat crews.
