Fish screens were identified in the Walla Walla Subbasin Plan as  critical limiting factors that must be addressed to achieve recovery of ESA-listed Mid-Columbia steelhead and bull trout and ensure the success of reintroduced spring Chinook salmon in the Walla Walla Basin.  Consistent with the Subbasin Plan the WWCCD has installed 400+ NMFS / WDFW compliant fish screens ranging in size from the very large screens at Hofer dam to the smallest screens available.  This project will provide funding for the  WWCCD to complete installation of a screen on Garrison Creek which is a distributary from Mill Creek. The Garrison Creek screen installation project is nearly complete, however, WWCCD has experienced a cost overrun and lacks the funds to pay for the final phase of work.  WWCCD will expend approximately $167,000 in SRFB funding which will be combined with $12,000 BPA funds to finish construction of this im... portant project.  The Garrison Creek screen will be operated and maintained by the Corps of Engineers.  In the 8 years we have been installing fish screens in the Walla Walla Basin one of the important lessons we have learned is that if fish screens are too difficult to install the irrigators will not use them.  This project will provide funding for addressing issues that jeopardize two irrigators' ability to utilize compliant fish screens that were installed by the WWCCD in 2005 using SRFB funds.

C5072869Install Fish ScreenCost-share on Garrison Creek fish screen installationThe WWCCD is cooperating with the Walla Walla District of the Corps of Engineers on the installation of a fish screen to prevent Mill Creek populations of resident salmonids, including ESA listed Bull Trout, and out-migrating anadromous salmonids, including ESA listed Mid-Columbia Steelhead Trout, from moving downstream into Garrison Creek where the probability of their mortality is quite high. Garrison Creek is a distributary from Mill Creek which is characterized by numerous passage barriers, high temperatures and other hazards for salmonids. The Garrison Cr fish screen project is funded primarily by the WA Salmon Recovery Funding Board (SRFB) and will be operated and maintained by the Corps. The screen will be compliant with juvenile criteria established by WDFW and NMFS and will result in the removal of a potential "take" situation at the Walla Walla District's Mill Creek Project. This project is extremely important to the overall salmon restoration effort in the Walla Walla Basin in that it marks the first time the Walla Walla District of the Corps has allowed another entity to do work on a Corps project (Mill Creek Project). D51670186Operate and Maintain Habitat/Passage/StructureModify problematic lifting devices on two (2) on-farm fish screensThe Dodd fish screen is a Pacific Ag 500 gpm fish screen that was installed on Dry Creek in 2005. Dry Creek is severely incised at the point of diversion which has created a nearly impossible situation for the irrigator in terms of installation of removal of the heavy and unwieldy fish screen assembly. The solution is a swiveling boom and hoist apparatus used to lift and properly place fish screens, hoses, etc. We have installed these units on several other fish screen projects where conditions limited the irrigators options -- e.g. long vertical lift. The Talbot screen is a Pacific Ag 1500 gpm fish screen that was installed on the Touchet River in 2005. At the point of diversion the channel is relatively stable with a generally well defined thalweg at the foot of a high basalt bluff across the channel from the place of use. The problem is getting the fish screen / foot valve / pipe apparatus to and from the thalweg when the high featureless bluff limits access, has no anchor points, etc. There is no off-the-shelf device for this application. The solution is a yet-to-be-refined cable or steel beam device to lift and drag the screen / pipe assembly across the channel.$00.00%12/08/200809/15/2009
