Work to install or replace a fish screen associated with a diversion or pump. Typical screen types include rotary drum, flat plate or traveling. The design of complex or large-scale screens is typically a separate work element. See 175. Produce Design.
If designing the structure(s) involves significant technical detail or engineering specifications use 175. Produce Design.
If a separate contract is used for construction, you may want to use 100. Construction Management to describe the oversight of the construction activities.
If the project is part of the Council's 3-Step Process, you may also need to include 196. Council Step Process.
Rule 1 (Environmental Compliance):
NEPA, ESA, other environmental compliance work, O&M, purchase, landowner contacts and similar activities should be split out as separate work elements.
WE:165. Produce Environmental Compliance Documentation WE Title: NEPA, Cultural Resources, and ESA Compliance. WE Description: Provide maps and information to BPA and work closely with them on BA for NOAA Fisheries and USFWS.
Rule 2 (Location of Work):
If the project involves installing screens at multiple sites, split each screen location out as a separate work element because the metrics will be different.

Rule 3 (Metrics):

Rule 4 (Complexity):
If the project is complex and/or large-scale (e.g., capital construction) feasibility, design, and construction management will likely be separate work elements. For example, if you are installing a large-scale fish screen facility, you must complete several other related work elements. This example shows how the rules might be applied and how related work might be called out using a typical plan-design-build-maintain-monitor cycle for such a major construction project.
WE:100. Construction Management WE Title: Manage construction subcontract for Cold Creek fish screen. WE Description: Covers activities in a separate construction contract.
WE:162. Analyze/Interpret Data WE Title: Analyze data collected on new Cold Creek fish screen. WE Description: To determine if Cold Creek fish screen meets specifications.
On-the-ground work associated with this work element cannot proceed until this milestone is complete. Milestone is complete when final documentation is received from BPA environmental compliance staff.

Overview:
Summarizes annual accomplishments of the Habitat portion of the Program in terms of measures or metrics. Overview:
This drill-down report shows the Program's Habitat Accomplishments from fiscal year 2005 forward. Figures are based on the High Level Indicators identified by the Northwest Power and Conservation Council, and aggregate metric data entered by the contractors doing the work on the ground. For past years, these charts show Actual metric values for Completed work; for the current year they show both Actual metric values for Completed work and Planned metric values for Planned and In-Progress work.

Overview:
Shows the estimated spending by Focal Species – various anadromous and resident fish and general wildlife category – by fiscal year. Since contractors don’t invoice BPA by work element, much less by focal species, this report allocates project costs by the proportion of the work element budgets and the focal species associated with each work element. This report has two tables: Spending by all Focal Species, and Spending by ESA-Listed Focal Species (a table that allows BPA to meet federal reporting requirements).

Overview:
