This work element should be used as little as possible and has been reserved almost exclusively for the PTAGIS project, which installs fish monitoring equipment for use by NOAA Fisheries and the Army Corps of Engineers. Please contact your COR before adding this work element into your SOW.

In most instances, rotary screw trap installation (and removal) should be a milestone under the WE for which the equipment will be used, typically 157. Collect/Generate/Validate Field and Lab Data, or 158. Mark/Tag Animals.

This work element should be used as little as possible, since BPA needs to track the true cost and effort needed to collect data or mark animals. The PTAGIS project is the exception to this, which installs fish monitoring equipment for use by NOAA Fisheries and the Army Corps of Engineers.

  • 158. Mark/Tag Animals. Use this work element when the effort/cost of installation is small relative to the overall effort to collect and mark/tag the fish. Installation would be a milestone under Mark/Tag Animals.
  • 165. Produce Environmental Compliance Documentation. Use this work element for any of the contractor's environmental compliance activities.
  • 176. Produce Hatchery Fish Use this work element when the primary purpose of the installation is to collect fish for use in artificial production.

  • Rule 1 (Environmental Compliance): NEPA, ESA, and other environmental compliance work should be split out as a separate work elements under 165. Produce Environmental Compliance Documentation. Completion of this work will be a milestone under 70. Install Fish Monitoring Equipment, Install Fish Trap/Monitoring Weir.

    Example:
    A large-scale PIT Tag antenna array installed at a FCRPS dam to monitor juvenile or adult salmonid migration may require some ground or streambed disturbance, as well as potential effects to ESA-listed fishes instream. Any work by the contractor to support environmental compliance would be included under WE #165, Produce Environmental Compliance Documentation in the SOW.


  • Rule 2 (Location of Work): Two or more monitoring stations or facilities that are meant to be operated in tandem should be lumped into one work element.

    Examples:

    Option 1:
    A pair of rotary screw traps are purchased and deployed at the same site on a large stream to obtain acceptable trap efficiency levels. Use 70. Install Fish Monitoring Equipment, Install Fish Trap/Monitoring Weir, once for the purchase/installation of both traps.


    Option 2:
    Two extended-range PIT tag detection arrays are placed about 200m apart in a stream to monitor downstream migration. The downstream array is used to estimate the variable detection efficiency of the upstream array, which in turn is used to estimate abundance of PIT-tagged outmigrants. Use 70. Install Fish Monitoring Equipment, Install Fish Trap/Monitoring Weir, once for both arrays.


  • Rule 3 (Metrics): Do not use this work element when the same project will be using the equipment to be installed to collect data after installation is complete. In this scenario, installation/deployment should be a milestone under the work element associated with the collection (usually 157. Collect/Generate/Validate Field and Lab Data).

    Examples:

    Option 1:
    The contractor installs a large PIT Tag antenna array at a FCRPS dam. Federal, State, or Tribal fisheries agencies use the equipment to monitor salmonid migration under other BPA mitigation contracts. Use 70. Install Fish Monitoring Equipment.


    Option 2:
    A crew takes two days to deploy and test an existing extended-range PIT tag detection array prior to its operation through spring and fall migration periods. Use a milestone under 157. Collect/Generate/Validate Field and Lab Data to describe this work. This scenario is rare.


    Option 3:
    A small weir is re-installed primarily for the ongoing purpose of radio-tagging bull trout migrating out of a tributary and into a mainstem reservoir. Use a milestone under 158. Mark/Tag Animals to describe this work. This scenario is probably rare.


  • Rule 4 (Complexity): Traps used to collect fish, regardless of lifestage, for culturing in a hatchery program should use 176. Produce Hatchery Fish.

    Example:
    A fish trap is retrofitted into an existing fishway at a diversion dam. The primary purpose is to collect broodstock for a supplementation program, and the secondary purpose is to enable tagging and enumeration of the spawning escapement. Use 176. Produce Hatchery Fish and add a milestone for constructing and installing the fish trap.
