8-14-09 - Contract amendment justification:   I added the new work element to CCR-17980 ("L - 160
Create/Manage/Maintain Databases - Data Quality Tools"). The full
budget from the old work element E was moved to the new work element
L. The wording for old work element E was not modified.

Contract Description: Since its inception in FY2003, Project #2003-017-00 (the Integrated Status and Effectiveness Monitoring Program; ISEMP) has been developing two novel monitoring and evaluation programs: (i) subbasin-scale pilot status and trend monitoring efforts for anadromous salmonids and their habitat in the Wenatchee/Entiat, John Day and South Fork Salmon River basins, and (ii) effectiveness monitoring for suites of habitat restoration projects in selected watersheds within the three target subbasins. This work - critical for implementing the 2000 NMFS FCRPS Biological Opinion (RPA Actions 180, 181, and 183) (BiOp) and UPAs ... from the 2004 BiOp - builds on current status and trend monitoring programs within each of these basins. Several regional and local organizations are funding and implementing these programs. In short, this project has integrated existing and new monitoring and evaluation activities in three pilot subbasins to help ensure that provisions of the BiOp are satisfied. This contract is one of several contracts that will implement this project. Environmental Data Services assist in coordination of data management activities for the project and develops data management tools. Products to be developed under this contract include:

     - ATM for managing PIT tag data
     - Analysis Toolbox
     - Protocol Editor Version 2.0
     - ATM for managing Total Station Data
     - ISEMP Data Management System Updates
     - ARS to XML Import/Export Scripts
     - Project Implementation Collaboration Tool Requirements Document
     - ISEMP Coordination, Reporting, and Program Development

A64083185Produce CBFish Status ReportPeriodic Status Reports for BPAThe Contractor shall report on the status of milestones and deliverables in Pisces. Reports shall be completed either monthly or quarterly as determined by the BPA COTR. Additionally, when indicating a deliverable milestone as COMPLETE, the contractor shall provide metrics and the final location (latitude and longitude) prior to submitting the report to the BPA COTR.$1,5250.85%04/01/200911/30/2009
B64084160Create/Manage/Maintain DatabaseATM for Managing PIT Tag DataThis work element is aimed at developing a prototype tool to support analysis of PIT Tag data. This analysis tool will work in conjunction with the existing PTAGIS system by allowing users to import data from instream detectors or from the PTAGIS website. While the storage and distribute of PIT tag data must be performed at a regional-scale, the analysis of these data often occurs on individual desktops. The goal of the desktop application will be to organize, format, and summarize data for analysis. To date, Environmental Data Services has build the structure of the database, build data viewing forms, and developed an import script for data downloaded from the MUX. This work element will result in a script for importing data from the PTAGIS website, summary metrics, and formatted output.$39,30321.82%12/01/200811/30/2009
C64085160Create/Manage/Maintain DatabaseAnalysis ToolboxDuring the past three years the ISEMP has been developing and piloting the Aquatic Resource Schema (ARS) and Automated Template Modules (ATM) in the Upper Columbia Salmon Recovery Region. Implementation of these tools has demonstrated significant improvements in data quality and flow of data to repositories. While these tools have demonstrated significant improvements in data entry and submission of raw field data, efforts aimed at improving the summation and report of data need further development. The ARS provides a framework for supporting the documentation and standardization of metric and indicator calculations. Under this work element, Environmental Data Services will develop an analysis toolbox within the ATM to support calculation, documentation, and reporting of standardized metrics and indicators. The toolbox will allow users to create new SQL queries, will automate documentation of the queries, and will allow users to easily share previously documented queries.$25,63414.23%12/01/200811/30/2009
D64086160Create/Manage/Maintain DatabaseProtocol Editor Version 2.0Documenting new protocols within the ARS system requires detailed descriptions of all attributes observed by the protocol. This can pose a significant challenge for novice users who lack an intricate knowledge of the system. During FY 2008, the concept of survey types was added to the ARS. Survey types define the domain of attributes that could potentially be observed under a protocol and have the potential to facilitate the documentation of new protocols. Under this work element, Environmental Data Services will update the protocol editor module to include the concept of survey type. This update will increase the ease of documenting new protocols for novice users.$16,1708.98%12/01/200810/31/2009
E64087160Create/Manage/Maintain DatabaseATM for Managing Total Station Data - CanceledAs the ISEMP moves toward implementation of restoration projects and effectiveness monitoring for those projects, the program is increasing the use of total stations as a survey tool for collecting habitat information. Incorporating total station data into the ISEMP data management system will require defining a new survey type in the ARS and add new functionality in the ATM to import and process total station data. Under this work element, Environmental Data Services will define functional requirements and business rules associated with the total station survey type, build data structures in the ARS to accommodate those data, and writing scripts for importing total station data through the ATM.$00.00% 11/30/2009
F64088160Create/Manage/Maintain DatabaseISEMP Data Management System UpdatesThe flow of information within the ISEMP data management system requires updates to protocols, data dictionaries, and data entry functions. Additionally, data must be validated at multiple stages within the ATM and formatted for submission to the STEM Databank. This work must be coordinated within and across pilot basins. Under this work element, Environmental Data Services will perform required system updates, develop queries to support data validation, and ensure consistency of work flow across pilot basins.$40,25222.34%12/01/200811/30/2009
G64089160Create/Manage/Maintain DatabaseARS to XML Import/Export ScriptsAs regional data sharing efforts advance, there is an increased convergence on the concept of a distributed database network that relies on a common XML data exchange format. A pilot effort in Washington during fiscal year 2009 will focus on developing an exchange format for juvenile fish data. To participate in the Washington pilot, the ISEMP data management system must support the ability to import and export data to the exchange format. Under this work element, Environmental Data Services will develop scripts to import and export between the ARS and the XML exchange format.$9,4835.26%03/01/200911/30/2009
H64090160Create/Manage/Maintain DatabaseProject Implementation Collaboration Tool Requirements DocumentDevelopment of a restoration project implementation collaboration tool is necessary to facilitate the sharing of data and documents within and between project development teams. Survey data, project designs, implementation schedules, and monitoring data must be accessible and easily shared between technical teams, designers, permit agencies, construction teams, and monitoring teams. Under this work element, Environmental Data Services will facilitate development of requirements documentation and implementation of a collaboration tool.$1,5000.83%12/01/200811/30/2009
I64091189Coordination-Columbia BasinwideISEMP Coordination, Reporting, and Program DevelopmentFor a monitoring program at the scale of the Columbia River Basin to be truly successful, a strategy utilizing strong yet flexible lines of communication needs to exist between project coordinators. Under this work element, Environmental Data Services will participate in bi-monthly coordination meetings and in informal discussions with other project coordinators on an as needed basis to ensure consistency and progress of overall project objectives.$15,2118.44%12/01/200811/30/2009
