This project is implemented as part of the Nez Perce National Forest (NPNF)/Nez Perce Tribe (NPT) restoration partnership.  This unique and successful restoration partnership began in the Clearwater Subbasin in 1996, and this project is a newly funded BiOp effort initiated in 2011 to perform high priority watershed restoration actions in the Selway River watershed.

The goal of the project is to restore the physical and biological characteristics of the watershed to provide quality habitat for anadromous and resident fish species that support the historical, cultural, and economic practices of the Nez Perce Tribe.  The Selway River watershed contains proposed critical habitat for listed species steelhead trout, potential critical habitat for bull trout, and has moderate habitat potential for spring Chinook salmon.  Restoration follows a ridge top to ridge top approach with implementation ... focused on restoring riparian processes by addressing increased water temperatures, increased sedimentation, cattle grazing effects, aquatic habitat connectivity, and exotic, invasive plants.  The cost share on this project has been contributed by the Nez Perce - Clearwater National Forest who provides at least a 20% match including cash and in-kind contributions. Project planning and implementation responsibilities are also shared with the Nez Perce - Clearwater National Forest.

FY 13 Implementation Summary:

FY 13 implementation includes one culvert replacement which will improve hydrologic capacity, reduce potential sediment delivery, and provide connectivity, riparian planting to decrease water temperatures and reduce potential sediment delivery, implementation/effectiveness monitoring and evaluation, and continued planning and coordination for next year's specific actions as well as out-year habitat improvements.

B112208184Install Fish Passage StructureReplace Glover Creek CulvertThe Selway River Subbasin Assessment (USDA Forest Service, 2001) lists several culverts in the Selway River, including the Glover Creek Creek culvert on Road 223, as priority fish passage improvements due to undersized structures that are currently passage barriers or have insufficient hydraulic capacity. This replacement has already been designed by the Nez Perce - Clearwater National Forest and will increase the hydraulic capacity of the culvert and reduce the chances of failure in the future, as well as restore access of up to 1.0 mile of stream for all life stages of aquatic species, including Spring Chinook and Steelhead. All necessary environmental compliance requirements for all aspects of this project, including NEPA, ESA, and cultural resources requirements have been completed by the USDA Forest Service, Nez Perce National Forest and documented in a Decision Memo dated June 20, 2008. All of this documentation will be submitted to the BPA EC Lead for review and approval. The Nez Perce Tribe (NPT) and the Nez Perce-Clearwater National Forest will work as partners to implement this project. The NPT will subcontract with the Nez Perce-Clearwater National Forest through our partnership agreement to administer the implementation subcontract. The Nez Perce Tribe will assist in bid package preparation, contractor selection, technical oversight, final inspection, and the associated project implementation/effectiveness monitoring and evaluation (WE C).$175,42188.40%04/01/201303/31/2014
