J | 208880 | 164 | Acquire Water Instream | Lower Lemhi 2020 | The State of Idaho has committed to maintain target flows of 25-35 cfs in the Lemhi River at the L-6 diversion. These flows provide passage for migrating Chinook salmon and steelhead, which are listed as threatened under the Endangered Species Act. The 35 cfs is needed for juvenile outmigration in the spring and 25 cfs is needed for in-migrating adults in the mid- to late-summer. This transaction is one-part of a State strategy to secure passage flows in the lower Lemhi River. The flow at the L-6 diversion will be maintained at at least 34.95 cfs: 15.4 cfs from this agreement, 16.83 cfs from permanent conservation easements, 2.42 cfs from City of Salmon Golf Course exchange, and 0.3 cfs from the Lemhi TNC donation for 80% of the days between March 15 and June 30. The other 20% of the days, flow will be allowed to drop to 25 cfs (5.61 cfs from this agreement, 1.14 cfs from the Lower Lemhi Thomas 2010 agreement, 15.53 cfs from permanent conservation easements, 2.42 cfs from City of Salmon Golf Course exchange, and 0.3 cfs from the Lemhi TNC donation). From July 1 to November 15, the flows will not be allowed to drop below 25 cfs. This provides upstream and downstream passage for Chinook salmon and steelhead at a critical passage point. | $27,554 | 11.77% | 10/01/2019 | 09/30/2020 |
K | 208881 | 164 | Acquire Water Instream | Lemhi Permanent Subordination Agreement | The State of Idaho has committed to maintain target flows of 25-35 cfs in the Lemhi River at the L-6 diversion. The additional flow of 3 cfs will bring the total permanent flow secured at L-6 to 19.83 cfs. From July 1 to November 15, the flows will not be allowed to drop below 25 cfs. This provides upstream and downstream passage for Chinook salmon and steelhead at a critical passage point. | $0 | 0.00% | 10/01/2019 | 09/30/2020 |
L | 209107 | 164 | Acquire Water Instream | Big Timber-2 Phase II 2020-2039 | Big Timber Creek is an Upper Lemhi River tributary that has been identified as a high priority reconnect stream for Lemhi River Basin restoration efforts. In 2010, the Idaho Water Resource Board (IWRB) entered into a 20-year agreement not to divert 4.5 cfs from the Big Timber-2 diversion. The water user spills the 4.5 cfs from Big Timber-2 and now pumps from a new point of diversion on the Lemhi River. The water user retained 1.38 cfs in Big Timber-2 to continue to flood irrigate a portion of the place of use.
The Big Timber-2 Phase II transaction is a second 20-year agreement not to divert the remaining 1.38 cfs of Big Timber-2 water. The 1.38 cfs is now spilled and re-diverted at the Lemhi River point of diversion and pumping station that was built in 2010 for the first transaction. The two transactions deliver a total of 5.88 cfs of Big Timber water to the mouth of Big Timber Creek and contribute to the reconnection of Big Timber with the Lemhi River. | $91,358 | 39.03% | 12/01/2019 | 09/30/2020 |
