Covers final aspects to complete implementation of water transactions through the Columbia Basin Water Transactions Program process to maintain and/or increase the flow of water to provide needed habitat conditions. Work includes steps for payment of funds to water right holder and/or completion of agreement for securing protected water instream. The work element involves the purchase or transfer of water rights for instream purposes, and these water allocations are not withdrawn from the stream. This work element is generally linked with 154. Develop and Negotiate Water Right Transaction.
This work element may be linked with 208. Irrigation Infrastructure Construction or Replacement for purposes of legally transferring conserved water instream. Entities using these irrigation efficiency work elements and putting water instream should coordinate with the CBWTP to complete a CBWTP water transaction checklist to ensure conserved flow is put instream and this work element is used to collect metrics for the amount of flow secured instream. This work element may often be used in a separate contract, such as a contract under the CBWTP, instead of the contract with irrigation efficiency work elements due to the time involved for the conserved water application to be processed through the state water agency. This work element may also be used to transfer water rights instream that were secured from an earlier land transaction if the water rights were not dedicated to instream purposes at the time of acquiring the land and putting the water rights instream is consistent with the fish and wildlife purposes.
Rule 1 (Environmental Compliance):
Any associated ESA, cultural resources, NEPA, permitting, or other environmental compliance work should be split out under 165. Produce Environmental Compliance Documentation.
Rule 2 (Location of Work):
A water transaction will generally have a unique location. A separate work element (164. Acquire Water Instream) and associated metrics should be completed for each transaction.

Rule 3 (Complexity, Metrics):
Water rights transactions are often complex and may involve using several work elements to describe all aspects of the work when used in conjunction with conserving water. For example, if you are working with a group of landowners to pipe an irrigation diversion, install on-farm sprinkler systems, and put the conserved water instream through the state water agency, you might use the following work elements:

For some projects (e.g. install big pipeline), the conserved water application for the water rights put instream will not be processed by the state agency until long after the contract for the irrigation efficiency work has ended. 164. Acquire Water Instream, Acquire Water Instream may be used by the CBWTP in a separate contract to account for the metrics for the conserved water put instream.

Overview:
This drill-down report shows the Program's Habitat Accomplishments from fiscal year 2005 forward. Figures are based on the High Level Indicators identified by the Northwest Power and Conservation Council, and aggregate metric data entered by the contractors doing the work on the ground. For past years, these charts show Actual metric values for Completed work; for the current year they show both Actual metric values for Completed work and Planned metric values for Planned and In-Progress work.

Overview:
Shows the estimated spending by Focal Species – various anadromous and resident fish and general wildlife category – by fiscal year. Since contractors don’t invoice BPA by work element, much less by focal species, this report allocates project costs by the proportion of the work element budgets and the focal species associated with each work element. This report has two tables: Spending by all Focal Species, and Spending by ESA-Listed Focal Species (a table that allows BPA to meet federal reporting requirements).
