Work that removes, replaces, or avoids creating a fish passage barrier associated with a stream diversion, including push-up dams. May be part of a diversion consolidation effort that reduces the number of diversion sites. Includes installation of alternative ways to divert stream flow without creating passage barriers caused by traditional diversion structures. Examples include, but are not limited to, infiltration galleries, instream diversion pumps, and lay-flat stanchions.
Rule 2 (Location of Work):
If the project involves removing/installing diversions at multiple sites, split each out as a separate work element because the metrics will be different.
Rule 3 (Complexity):
If pre-implementation work is minor, it may be lumped in with an implementation work element. If pre-implementation work is significant, or if the project is complex and/or large-scale (e.g., capital construction), work that enables or facilitates actual implementation (e.g., land access or purchase, feasibility, design, and construction management) will likely be separate work elements.

Rule 4 (Metrics):
If removing/installing a diversion is part of a connected effort to correct multiple problems at a single location, each with different metrics, split out each as a separate work element. Following from Rules 2 and 3, the implementation pieces of the Corn Creek Diversion Consolidation project would include:

The EC Lead will determine if work under this work element may be able to have full ESA-coverage (NOAA & USFWS) under the 2013 Habitat Improvement Program Biological Opinion (HIP3). The HIP3 has expanded coverage for projects that may pose a moderate to high risk of impacting an ESA-listed species or critical habitat that would normally require a Biological Assessment. For work that qualifies, projects will undergo a review by the BPA-internal Restoration Review Team (RRT). Before conceptual design commences, contact the EC Lead for HIP3 consideration, instruction, and information needs and requirements for coverage eligibility.

Overview:
This drill-down report shows the Program's Habitat Accomplishments from fiscal year 2005 forward. Figures are based on the High Level Indicators identified by the Northwest Power and Conservation Council, and aggregate metric data entered by the contractors doing the work on the ground. For past years, these charts show Actual metric values for Completed work; for the current year they show both Actual metric values for Completed work and Planned metric values for Planned and In-Progress work.

Overview:
Shows the estimated spending by Focal Species – various anadromous and resident fish and general wildlife category – by fiscal year. Since contractors don’t invoice BPA by work element, much less by focal species, this report allocates project costs by the proportion of the work element budgets and the focal species associated with each work element. This report has two tables: Spending by all Focal Species, and Spending by ESA-Listed Focal Species (a table that allows BPA to meet federal reporting requirements).
