Use 26. Investigate Trespass for efforts involved with establishing whether trespass is occurring (human or livestock).
Use 172. Conduct Pre-Acquisition Activities for the steps required before fee title or a conservation easement can be acquired for a tract of land, such as appraisal, title searches, land boundary surveys, hazardous waste assessment, and identifying minimum habitat units.
Rule 1 (Environmental Compliance):
Any associated ESA, cultural resources, NEPA, permitting, or other environmental compliance work should be split out under 165. Produce Environmental Compliance Documentation.
Rule 2 (Location of Work):
If you are constructing or maintaining public access and information structures in multiple areas, you may lump these under a single work element. However, you may wish to break the work into separate work elements if it provides clarity or better supports project management.
On-the-ground work associated with this work element cannot proceed until this milestone is complete. Milestone is complete when final documentation is received from BPA environmental compliance staff.

NEPA coverage for this work element will be determined by BPA's Environmental staff and could include an Environmental Impact Statement (EIS), Environmental Assessment (EA), Record of Decision to an existing EIS, or Categorical Exclusion.

NHPA Section 106 consultation is typically required for this work element which often includes a cultural/historic resource survey by a qualified archaeologist.
