Garfield County Sediment Reduction and Riparian Improvement Program
Statement of Work and Budget 2006

BPA Project Number:  1994-018-07

Old Contract Number:  17137
Contract Title:  Garfield County Sediment Reduction and Riparian Improvement Program
Performance/Budget Period:  March 1, 2006 - February 28, 2007

Technical, Contracting, and Financial Contact:  Duane Bartels

This project was designed to coordinate, implement, and monitor conservation practices for the reduction of sediment from the uplands of Garfield County and enhance habitat in the riparian zones of the streams to improve water quality for Steelhead and Chinook Salmon.  Implementation objectives are as follows:

1. Reduce sediment deposition into streams by substantially reducing streambank, rangeland and cropland erosion.
a. Continue upland cost-share program with a focu... s on no-till, direct seeding, and changing crop rotations to annual cropping in high priority sub-watersheds.
b. Riparian fencing, tree and shrub planting to stabilize streambanks and recruit LWD in high priority areas.

2. Maintain low water temperatures.
a. Continue yearly tree planting program along Pataha Creek and expand this program into high priority areas of other watersheds in the county.
b. Riparian fencing to manage plantings along stream banks and in riparian zone.

3. Improve water quality by removing livestock from riparian areas.
a. additional funding needed outside CREP program.

Cost-share work is, of course, voluntary and the amount of work done each year depends greatly on local landowner needs.  Work elements and budgets have been estimated based on last year's landowner requests for cost-share, but this year could prove quite different.

C1325355Erosion and Sedimentation ControlCost-share for upland erosion and sedimentation controlThis project pays 75% cost-share on eligible expenses for installation of grassed waterways, terraces, sediment basins, and other approved upland practices. Specific locations and acreages are unknown and will be determined by voluntary enrollment of landowners/operators. Only one upland grassed waterway was cost-shared under this project last year, so the budget estimate has been reduced this year.$2,7043.38%03/01/200610/31/2006
D1325448Practice No-till and Conservation Tillage SystemsCost-share for no-till and direct seed planting practicesProvide 50% cost-share ($10-15 per acre) to landowners/operators wanting to implement no-till and direct seed planting practices. Cost share is available to landowners/operators not meeting their limitation on cost-share for these two practices (three crop years). Specific locations and acreages are unknown and will be determined by voluntary enrollment of landowners/operators. Under the 2005 contract, 3140 acres and 14 landowners were signed up and we expect a similar amount this year.$41,34251.68%03/01/200610/31/2006
E1325540Install FenceCost-share for fence installationsThis project pays 75% cost-share, not to exceed from $1.88 to $2.63/foot (depending on fencing conditions) for fencing of livestock for better management of pasture and distribution of livestock to minimize livestock impact on riparian areas. Specific locations and acreages are unknown and will be determined by voluntary enrollment of landowners/operators. Majority of riparian fencing projects are being covered under grants from DOE and Livestock Influeneced Water Quality Grants from the Washingtion State Conservation Commission, which partly explains why no fences were cost-shared under this project last year. The budget estimate was reduced for 2006.$1,0001.25%03/01/200602/28/2007
F1325647Plant VegetationCost-share for vegetation plantingsThis project pays 75% cost-share for eligible expenses for riparian vegetation plantings. Trees are cost-shared at $1/stem, planted at NRCS recommended planting rates per acre. Number of plants per acres will vary depending on existing vegetative cover. Specific locations and acreages are unknown and will be determined by voluntary enrollment of landowners/operators. Majority of vegetative plantings are funded under the CREP and CCRP programs administered by NRCS and FSA, which partly explains why no plantings were cost-shared under this project last year. The budget estimate was reduced for 2006.$1,0001.25%03/01/200602/28/2007
G1325734Develop Alternative Water SourceCost-share for alternative watering sourcesThis project pays 75% cost-share for eligible expenses for development of offsite watering locations. Specific locations are unknown and will be determined by voluntary enrollment of landowners/operators. The majority of these practices are being funded under CREP, CCRP, and LIWQ grants, so we don't expect to need very much BPA funding this year.$1,5001.88%03/01/200602/28/2007
