Work Element 55: Erosion and Sedimentation Control - Published
WE Name:
55. Erosion and Sedimentation Control (Upland Erosion Contr)
Work Category:
Habitat - Habitat Improvement
WE Agreement Type:
Contracted
Status:
Active
Definition:
This is work that occurs in the riparian and upland zones, which may include the installation of water bars, gully plugs and culvert outlets, grassed waterways, grade stabilization structures, sediment catchment ponds/basins, regrading or terracing, and removal of drainage pipes and other blockages specifically to prevent erosion, sediment slumps, or landslides. This WE does not include improvements to roads or the planting of vegetation in applications other than surface soils stabilization. For that work, use 38. Improve Road for Instream Habitat Benefits or 47. Plant Vegetation, respectively.

  • 165. Produce Environmental Compliance Documentation - Ensure end dates for compliance milestones are before start dates for work. Compliance documents, including permits, may have been generated during the previous contract; if this is the case, it should be mentioned in the Work Element Description section of WE# 55, Erosion and Sedimentation Control. Example: All environmental compliance documents have been submitted and the categorical exclusion is on file with Jane Doe, the assigned BPA environmental specialist; documents have also been approved and are on file with the Clearwater National Forest.
  • If planting grass or other vegetation specifically for erosion control, use 47. Plant Vegetation. Use WE# 55, Erosion and Sedimentation Control for work that precipitates planting vegetation, such as grading/land contouring associated with preparing grassed waterways.
  • Work to identify, prioritize, and select erosion control projects should be described by using 114. Identify and Select Projects. If this occurred in the previous contract, it is not mentioned in this one.
  • The determination and recommendation of what type of erosion control Study Design to use is described under 175. Produce Design. If design occurred in a previous contract, do no list a work element for it, but note it in the Work Element Description. Example: Design work was completed in last contract by FS engineers.
  • If agreements and MOUs/MOAs are required, you should list these as milestones under the work element Erosion and Sedimentation Control, or under the work element they most directly support.
  • 181. Create, Restore, and/or Enhance Wetland - despite the fact that your project may create a wetland, if the original purpose of the project was erosion control, use WE# 55, Erosion and Sedimentation Control.
  • 33. Decommission Road/Relocate Road - if removing blocked culverts and parts of a non-used road for the specific purpose of preventing a "blow-out" (sediment landslide or flow into a stream) then use WE# 55, Erosion and Sedimentation Control.
  • 186. Operate and Maintain Habitat/Passage/Structure - use this work element in the future to maintain the project you installed under WE# 55, Erosion and Sedimentation Control.

Deliverable Status:
Required
Default Deliverable Desc:
Reduced Sediment
Potential Deliverables:
  • # of acres (define what control device is being used) and/or tons/lbs of soil saved from erosion (estimate)

  • Rule 1 (Environmental Compliance): Any associated ESA, cultural resources, NEPA, permitting, or other environmental compliance work should be split out under 165. Produce Environmental Compliance Documentation.

    Example:

WE: 55. Erosion and Sedimentation Control
WE Title: Construct Selbey sediment pond
WE Description: Construct 2-acre sediment catchment on Selbey property.

WE: 165. Produce Environmental Compliance Documentation
WE Title: Ensure NEPA documentation is complete
WE Description: Provide documentation to BPA's Environmental Compliance contact for sediment catchment on Selbey property.

  • Rule 2 (Location of Work): You may lump multiple locations under a single work element. However, you may wish to break the work into separate work elements if it provides clarity or better supports project management. Note that separate work elements need to be used if working in multiple subbasins. Different locations do not need to be separated into multiple environmental compliance work elements.

    Examples:

    Option 1 (lumping):

WE: 55. Erosion and Sedimentation Control
WE Title: Construct approx. 10 sediment ponds on various properties
WE Description: Provide and construct sediment ponds to help reduce erosion from roads and fields near Wet and Damp creeks and their tributaries.

    Option 2 (splitting):

WE: 55. Erosion and Sedimentation Control
WE Title: Gully plug #1 and grassed waterway on Heardon property
WE Description: Construct Heardon gully plug #1 to reduce erosion from 5 acres of Heardon property. Create grassed waterway on Heardon property to effect reduction of .55 metric tons of soil movement/year.

WE: 55. Erosion and Sedimentation Control
WE Title: Grassed waterway and 2 sediment ponds on Jameson property
WE Description: Create grassed waterway and 2 sediment ponds on Jameson property to effect reduction of .75 metric tons of soil movement/year.

WE: 55. Erosion and Sedimentation Control
WE Title: Construct approx. 10 sediment ponds on various properties in Tiny Subbasin
WE Description: Provide and construct sediment ponds to help reduce erosion from roads and fields near Wet and Damp creeks and their tributaries in Tiny Subbasin.

  • Rule 3 (Metrics): If you are doing multiple types of activities/projects at one location, be sure to list them in separate appropriate work elements so that we can capture the different metrics.

    Example:

WE: 55. Erosion and Sedimentation Control
WE Title: Ghost River gabion baskets
WE Description: Install 15 gabion baskets along head-cut gully draining into Ghost River.

    WE: 47. Plant Vegetation
WE Title: Erosion control at Ghost River
WE Description: Hydro-seed 1 acre of cut bank at Ghost River to control erosion.

WE: 184. Install Fish Passage Structure
WE Title: Replace culvert #3 on Casper Road/Ghost River
WE Description: Replace 30-inch culvert on Casper Road/Ghost River with 8-foot pipe arch culvert able to withstand 100-year event.

WE: 38. Improve Road for Instream Habitat Benefits
WE Title: Repair surface erosion and rilling on Casper Road/Ghost River
WE Description: Grade and gravel .3 mile where Casper Road crosses Ghost River.

Location Guidance:
Identify point(s) where work will take place or approximate mid-point of all erosion control locations within a subbasin. If a location already exists in Pisces, click the "Link" button to synchronize locations. Note that separate work elements must be used for each subbasin if working in multiple subbasins.

Applicability and status of the following environmental compliance requirements can be found on the Environmental Compliance tab for that work element in your SOW for all 2007 contracts forward. BPA's Environmental staff will update and maintain this information in CBFish in real time, so that you can check the status of environmental compliance on your project at any time.

Note: Many of the fields are set to auto-load in CBFish, but the settings will be reviewed by BPA's Environmental staff prior to the contract being finalized, and may be revised depending on the specific circumstances.

  • National Environmental Policy Act (NEPA)
NEPA coverage for this work element will be determined by BPA's Environmental staff and could include an Environmental Impact Statement (EIS), Environmental Assessment (EA), Record of Decision to an existing EIS, or Categorical Exclusion.

  • Endangered Species Act (ESA)
ESA consultation is typically required for this work element.

  • National Historic Preservation Act (NHPA)
NHPA Section 106 consultation is typically required for this work element which often includes a cultural/historic resource survey by a qualified archaeologist.

  • Public Involvement
Public involvement is typically not required for this work element.
