165. Produce Environmental Compliance Documentation - Ensure environmental compliance milestones end before affected work starts. Compliance documents, including permits, may have been generated during the previous contract. If this is the case, it should be mentioned in the work element description section of WE# 52, Remove Mine Tailings. Example: All NEPA, ESA, and cultural resource compliance documents have been submitted and the clearance is on file with Jane Doe, the assigned BPA Environmental Specialist; documents have also been approved and are on file with the Clearwater National Forest.
Work to identify, prioritize, and select mine tailings projects should be described by using 114. Identify and Select Projects. If this occurred in the previous contract, it is not mentioned in this one.
The determination and recommendation of tailings removal Study Design is described under 175. Produce Design. If design occurred in a previous contract, do no list a work element for it, but note it in the work element description section of WE# 52, Remove Mine Tailings. Example: Grading/removal work was completed in last contract by FS engineers.
If agreements and MOUs/MOAs are required, you should list these as milestones under the Remove Mine Tailings work element, or under the work element they most directly support.
If removal of mine tailings modifies an old/existing channel, note it in the work element description section of this work element. Do not use 30. Realign, Connect, and/or Create Channel because it will duplicate project metrics data for streams.
If planting vegetation or seeding after tailings removal, also use 47. Plant Vegetation to capture this work.

Any associated ESA, cultural resources, NEPA, permitting, or other environmental compliance work should be split out under 165. Produce Environmental Compliance Documentation.

Rule 2 (Location of Work):
Each non-contiguous area or stretch of project area requires its own work element. This is due to metrics reporting requirements for projects in different locations. Note that different locations do not need to be separated into multiple environmental compliance work elements.

Summarizes annual accomplishments of the Habitat portion of the Program in terms of measures or metrics. Overview:
This drill-down report shows the Program's Habitat Accomplishments from fiscal year 2005 forward. Figures are based on the High Level Indicators identified by the Northwest Power and Conservation Council, and aggregate metric data entered by the contractors doing the work on the ground. For past years, these charts show Actual metric values for Completed work; for the current year they show both Actual metric values for Completed work and Planned metric values for Planned and In-Progress work.

Overview:
Shows the estimated spending by Focal Species – various anadromous and resident fish and general wildlife category – by fiscal year. Since contractors don’t invoice BPA by work element, much less by focal species, this report allocates project costs by the proportion of the work element budgets and the focal species associated with each work element. This report has two tables: Spending by all Focal Species, and Spending by ESA-Listed Focal Species (a table that allows BPA to meet federal reporting requirements).
