This work element is intended for adding sinuosity, meanders, side channels, and/or off-channel habitats (e.g., sloughs or oxbows). Actions include reconnection of historical channels, excavation of new channels, or actions that significantly alter channel planform, profile, and cross-section. Channel modifications should create diverse habitats (pools, riffles, glides and runs) while retaining characteristic features and forms over time. These actions should increase stream channel and/or side channel length and acreage. This WE may be the main emphasis of an aquatic habitat restoration project, or part of a larger habitat project.
Design review should be at 80% completion before contracting to help assure implementation and expenditure of contracted funds.

Increase aquatic complexity through the [REALIGNMENT, CONNECTION, CREATION] of XX linear feet of [MAIN, HIGH FLOW/PERENNIAL SIDE] channel. This work is anticipated to result in the connection of XX acres of floodplain and activation of XX linear of feet of [HIGH FLOW/PERENNIAL] side channel.

If work is solely to add structures/features that change hydraulic conditions and that may eventually cause channel realignment or create a pool, then use 29. Increase Aquatic and/or Floodplain Complexity.
Rule 1 (Environmental Compliance):
ESA, cultural resources, NEPA, permitting, or other environmental compliance work should be split out under 165. Produce Environmental Compliance Documentation. This work element is only to cover actual construction or alterations to a channel.

Rule 2 (Location of Work):
A separate work element must be used for each different river or stream that is to undergo channel construction or alteration. If multiple channels are to be constructed or multiple channel areas are to be altered (sinuosity gain, etc.) within a single river or stream system, each independent action at that planned location must be separated into its own work element. List the planned thalweg distance for a channel that is to be created or list the planned increase in thalweg distance if sinuosity is to be added to an existing channel.

On-the-ground work associated with this work element cannot proceed until this milestone is complete. Milestone is complete when final documentation is received from BPA environmental compliance staff.

The EC Lead will determine if work under this work element may be able to have ESA-coverage (NMFS & USFWS) under the current version of the Habitat Improvement Program Biological Opinions (HIP BiOps). Work that qualifies must comply with conservation measures in the HIP Handbook. Medium to high risk projects will require a technical review by the Bonneville Engineering Technical Services. Before conceptual design commences, contact the EC lead for HIP applicability, instructions and information requirements.

Overview:
This drill-down report shows the Program's Habitat Accomplishments from fiscal year 2005 forward. Figures are based on the High Level Indicators identified by the Northwest Power and Conservation Council, and aggregate metric data entered by the contractors doing the work on the ground. For past years, these charts show Actual metric values for Completed work; for the current year they show both Actual metric values for Completed work and Planned metric values for Planned and In-Progress work.

Overview:
Shows the estimated spending by Focal Species – various anadromous and resident fish and general wildlife category – by fiscal year. Since contractors don’t invoice BPA by work element, much less by focal species, this report allocates project costs by the proportion of the work element budgets and the focal species associated with each work element. This report has two tables: Spending by all Focal Species, and Spending by ESA-Listed Focal Species (a table that allows BPA to meet federal reporting requirements).
