Any activity that makes a road or trail unusable including adding berms, pits, boulders or logs, and/or ripping, scarifying, recontouring, or obliterating the road or trail with heavy equipment that may involve re-contouring the slope. Also use for building a road or trail in a more appropriate location to replace a decommissioned road or trail. If decommissioning by planting vegetation or seeding use 47. Plant Vegetation. If removal of fish barrier (e.g., culvert) is included, also use 85. Remove/Breach Fish Passage Barrier, or 184. Install Fish Passage Structure. If work also involves channel realignment, use 30. Realign, Connect, and/or Create Channel in addition to this work element.

  • If decommissioning strictly by seeding or planting trees, also use 47. Plant Vegetation. If planting or seeding after decommissioning/relocating, also use 47. Plant Vegetation.
  • If removing blocked culverts and parts of a non-used road for the specific purpose of preventing a "blow-out" (sediment landslide or flow into a stream) then use 55. Erosion and Sedimentation Control.
  • If your work is designed to eliminate or reduce erosion, sediment, and/or toxic run-off to waterbodies from roads or trails currently in use, use 38. Improve Road for Instream Habitat Benefits. This includes road projects that reduce or eliminate inter-basin transfer of water, placement of structures to contain/ control run-off from roads or trails, road or trail reconstruction or reinforcement, surface and peak-flow drainage improvements, and roadside vegetation.
  • If road obliteration includes channel repair use 30. Realign, Connect, and/or Create Channel also.
  • If a culvert that is impassible to fish is removed and then replaced with one that is passable, use 184. Install Fish Passage Structure. Also use this work element if installing a culvert as part of new road being built.
  • If a culvert that is impassible to fish is removed and not replaced use 85. Remove/Breach Fish Passage Barrier.
  • When identifying and selecting roads for decommissioning and/or relocating, use 114. Identify and Select Projects. If this occurred in the previous contract, it does not need to be mentioned in the current one.
  • If agreements and MOUs/MOAs are required, you may list these either as milestones under this work element or under the work element they most directly support.
  • The determination of what type of road obliteration/decommissioning/construction (or protocol) is recommended specifically for each road is described under 175. Produce Design. If design occurred in a previous contract, do not list a work element for it, but note it in the Deliverable Specification section. Example: Design work was completed in last contract by FS engineers.
  • 165. Produce Environmental Compliance Documentation - Ensure end dates for compliance milestones are before start dates for work. Compliance documents, including permits, may have been generated during the previous contract period. If this is the case, it should be mentioned in the Work Element Description section of 33. Decommission Road/Relocate Road. Example: All environmental compliance documents have been submitted and the resulting clearance(s) is on file with Jane Doe, the assigned BPA Environmental Specialist; documents have also been approved and are on file with the Clearwater National Forest.
