Work Element 40: Install Fence - Published
WE Name:
40. Install Fence (Install Fence)
Work Category:
Habitat - Habitat Improvement
WE Agreement Type:
Contracted
Status:
Active
Owner:
Definition:
Work to install various types of fence and/or gates for habitat improvement. If applicable, include cattle guards or water gaps for livestock as part of the deliverable. For riparian fencing, BPA recommends project sponsors include 50+ foot riparian buffers, or wider, based on the stream type, site specific dynamics, and current research. This work is not generally intended to be used for upland fencing for pasture rotation purposes. Upland fencing for fish will be considered on a case by case basis. Upland fencing is authorized for parcels managed for wildlife if this is part of a management plan to exclude livestock. 40. Install Fence should not be used for non-habitat purposes such as securing equipment or property; instead, use a milestone under the work element for which the property or equipment is used. 40. Install Fence should not be used for protection of new plantings; instead, use a milestone under 47. Plant Vegetation or 198. Maintain Vegetation.

If work is to repair a fence or exclusion device, use 186. Operate and Maintain Habitat/Passage/Structure . If a lease or other land use agreement of greater than 15 years is completed as part of the fence installation, you must also use 92. Lease Land in addition to 40. Install Fence (i.e., if you have an agreement for less than 15 years, only use 40. Install Fence). For a renewal of a lease or land use agreement that extends the period of protection, you must use 92. Lease Land instead of 40. Install Fence.
WSE Description Template:
As identified in [PRIORITIZATION FRAMEWORK] riparian fencing at this location will address [TEMPERATURE, WATER QUALITY, RIPARIAN CONDITION, ETC] limiting habitat factors, for [SPECIES] limiting life stages including [SPAWNING, INCUBATION/EMERGENCE, SUMMER/WINTER REARING, ETC]. [DESCRIBE WORK
ELEMENT PURPOSE].

Aquatic and riparian habitats will be protected through the installation of riparian exclosures protecting XX acres of floodplain and XX river miles through the installation of XX miles of [TYPE OF FENCE].

[DESCRIBE FENCE EXPECTED MAINTENANCE, WHO WILL BE RESPONSIBLE, AND HOW REQUIRED O&M WILL BE COMPLETED.]

Fencing will be completed by [DESCRIBE CONSTRUCTION METHODS AND WHO WILL COMPLETE THE WORK (STAFF OR SUBCONTRACTOR)]. [AFTER INSERTING RELEVANT TEXT WITHIN ALL BRACKETS, DELETE THESE BRACKETS]

Deliverable Status:
Required
Default Deliverable Desc:
Fence
Potential Deliverables:
  • Riparian fence constructed per approved design resulting in [SUMMAY OF HABITAT METRICS GAINED].

  • Rule 1 (Environmental Compliance): Any environmental compliance or maintenance work should be split out as a separate work element under 165. Produce Environmental Compliance Documentation, or 186. Operate and Maintain Habitat/Passage/Structure.

    Example:

    WE: 40. Install Fence
WE Title: Construct 3 miles of fence at Johnson site.

WE: 165. Produce Environmental Compliance Documentation
WE Title: Obtain local permits and ESA compliance associated with the construction of fence at Johnson site.

  • Rule 2 (Location of Work): If you are installing fence at various locations, a work element must be created for each location to document metric requirements. This does not require multiple work elements for 165. Produce Environmental Compliance Documentation.

    Example:

    WE: 40. Install Fence
WE Title: 3 miles of fence at Johnson site.

    WE: 40. Install Fence
WE Title: 2 miles of fence at Brown site.

    WE: 40. Install Fence
WE Title: 4 miles of fence at Smith site.

  • Rule 3 (Metrics): If a fence is being built as part of a connected effort to correct multiple problems at a single location, each with different metrics, split out each as a separate work element.

    Example:

    WE: 40. Install Fence
WE Title: Construct 3 miles of fence along Cold Creek on Johnson property.

    WE: 47. Plant Vegetation
WE Title: Plant trees and shrubs in the fenced riparian buffer along Cold Creek on the Johnson property

    WE: 197. Maintain/Remove Vegetation (Expired)
WE Title: Thin and water trees and shrubs planted last year along Ruby Creek on the Hazel property

  • Rule 4 (Complexity): To avoid double counting metrics and to reduce the number of work elements required, do not use 92. Lease Land when using WE #40, Install Fence for an original fence installation if the lease or other land use agreement is for less than 15 years. If you are extending a land use agreement beyond the original end period, use 92. Lease Land to capture the continuing appropriate metrics.

    Example:

    WE: 40. Install Fence
WE Title: 2 miles of fence at Brown site, including 10 year land use agreement on property
WE Description: Coordinate with Landowner Brown on signing land use agreement for a 10 year period. Build 2 miles of fence to protect the leased area.

    WE: 92. Lease Land
WE Title: Extend original land use agreement with Jones Family by another 15 years
WE Description: Jones Family signed land use agreement for a 10 year period and a fence was built to protect 200 acres of riparian land in 2005. The fence is still in good condition and they will agree to another 10 years of maintenance and protection.
