Focus Areas and CIS' have many advantages. Measuring progress is easier and more accurate in smaller watersheds. Partners can coordinate financial resources and water quality improvement efforts. Providing outreach and technical assistance in a small geographic area increases the chances of success. The SWCD is working to obtain funding to implement instream restoration with the installation of Beaver Dam Analogs (BDA's) to re-engage the floodplain increasing the chance of survival of riparian plantings. It was decided that the best placement for BDA's would be at the top of the reach where the stream is known to dry up, with the hopes that BDAs will extend the wetted portion of the reach further downstream, and further into the summer months. With the roll out of a new 'Farm Bill' the FSA/USDA was not given the authority to execute new CRP, CREP/CCRP contracts during the extent of the FY18 SOW. Stephenson Creek is not listed as an ESH stream. However, Stephenson Creek is a direct tributary to Bear Creek, a tributary of Bridge Creek, and the John Day River. Both Bear Creek and Bridge Creek are highly productive Steelhead streams. This project seeks to address a water quality issue by installing riparian fencing restricting access to livestock, completing riparian plantings to reduce water temperature, and providing off site water to livestock.
