Primarily PCSRF funds will be used (70%) with the remaining (30%) from BPA funds. Oversight of the project will include construction management, documentation, daily site visit, pre and post-construction crew work, communication with the contractor, and final assessment and approval of construction.
Quonset hut footprints will be paved with asphalt to reduce weedy growth and over wintering rooting from occurring.
REMOVED FOR CCR-49549: The west end of stooling bed B will be graveled to allow for parking trailers and storing materials inside a fenced area. This will open up the current parking area near the silos for restoration.
RATIONALE: Graveling of the stooling bed will require further planning for size and orientation to the road and access gates. Due to it being in a location close to irrigation ditches and river, correct depth of gravel pad and potential for culverts will likely need to be utilized for surface water. Permitting and additional surveys will likely need to be planned – no knowledge of planning prior to this contract period. This project will benefit the properties and allow for equipment to be staged away from the river corridor in the future freeing up space in the riparian corridor for potential restoration work.
Expand flat top to increase capacity for holding potted plants. | $215,000 | 23.37% | 04/01/2023 | 03/31/2024 |
E | 241556 | 40 | Install Fence | Install Gate | Big Boulder Creek and pasture on the Dunstan property are not protected from trespass cattle.
REMOVED: The driveway of Les Zaitz, right of way through the Dunstan property will have a cattleguard installed at the fenceline.
ADDED FOR CCR-49549: Big Boulder Creek and pasture on the Dunstan property are not protected from trespass cattle. A gate will be installed between two newly maintained/built H-braces attached to the original secondary boundary fence along Highway 20 and across the driveway to Les Zaitz’s property (landowner near the Dunstan Tribal property boundary).
RATIONALE: The landowner voiced concerns with the potential cattleguard while conducting a site visit after the last supervisor had left the organization and it was settled upon by both parties (myself and landowner) that a functioning gate in tandem with fence/H-brace construction would minimize cattle trespass covered under our O&M. | $3,000 | 0.33% | 04/01/2023 | 03/31/2024 |
F | 241557 | 40 | Install Fence | Riparian Caging for Slaughterhouse Gulch | REMOVED FOR CCR-49549: Approximately 3400 feet of riparian fencing will be installed that will encompass 1.82 acres of stream corridor.
Floodplain width ranges from 25 to 70 feet. The average slope is around one degree. Juniper thinning has occurred in the past with evidence of late season flows post felling. Upland riparian vegetation is sparsely present from intermittent flows, cattle, and browsing.
ADDED FOR CCR-49549: A combination of 4-6ft wire caging and hog paneling will be installed in Slaughterhouse Gulch to mitigate year-round ungulate browse, while also protecting vegetation during a short window in the spring/fall when cattle are present. Floodplain width ranges from 25 to 70 feet. The average slope is around one degree. Juniper thinning has occurred in the past with evidence of late season flows post felling. Upland riparian vegetation is sparsely present from intermittent flows, cattle, and browsing.
RATIONALE: Utilizing available crew members (staffing shortage) for a caging effort to protect established vegetation in Slaughterhouse Gulch will achieve the goals set forth via the original WE for fencing. The proposed length of fencing is unrealistic for the amount of crew members available and will require contracting any future fencing activities of this magnitude. Caging will occur in proposed area of the drainage to protect from cattle and ungulate browse. | $5,000 | 0.54% | 04/01/2023 | 03/31/2024 |

H | 241559 | 188 | Provide Access and Public Information | O&M- Provide Access, Signs, and Adequate Roads | Maintain directional signs to Conservation Area entrances, boundary signs, nursery, and interpretive signs; WE also includes providing information at sign-in kiosks, websites, and in other locations. Grade roads as necessary, fix cattle guards, and ensure contract work does not impact any roads, or residential area driveways. One additional kiosk will be installed up Dixie Creek Rd to inform visitors of regulations and activities that can occur on the property. Annual O&M activity. | $18,000 | 1.96% | 04/01/2023 | 03/31/2024 |

WE reporting will include lessee coordination, planning, response to grazing issues, cattle trespass, invoicing for grazing fees, and other management concerns that arise with livestock management to ensure habitat is properly protected. Annual O&M activity. | $5,000 | 0.54% | 04/01/2023 | 03/31/2024 |
L | 241563 | 115 | Produce Inventory or Assessment | O&M - Irrigation Monitoring on properties | Pasture irrigation use will be monitored for duration of use and amount of flow. Irrigation on Oxbow is typically from April until July 1. After July, the project stops irrigating voluntarily to reduce impacts to fish populations. Forrest irrigation is season-long as permitted by the management plan but is also curtailed during low flows. There is no irrigation on Dunstan. This work is in accordance with the management plan objectives. | $8,000 | 0.87% | 04/01/2023 | 03/31/2024 |
M | 241564 | 198 | Maintain Vegetation | O&M - Property Noxious Weed Control Activities | Continue to control the spread of noxious weeds through burning, spraying with herbicides, and hand pulling/mowing. Trees debris will be piled and burned at appropriate times in fall and winter. Annual activity includes cutting, piling and burning trees that were historically felled and left in-place. Removing trees on the ground helps to promote native forbs and shrubs and reduces noxious weeds. | $50,000 | 5.43% | 04/01/2023 | 03/31/2024 |
O | 241566 | 198 | Maintain Vegetation | O&M - Maintain Nursery Stoolbed Plantings | Maintain stoolbed plantings in outdoor nurseries through pruning, weeding, and irrigation. Annual O&M activity. | $40,000 | 4.35% | 04/01/2023 | 03/31/2024 |
P | 241567 | 198 | Maintain Vegetation | RESTORATION - Plant Seed, cuttings and Containerized Trees | 4,000+ planted tree containerized plants along portions of the river and creeks on the Conservation Areas. WE includes seeding work. Majority of plants will be grown from the Tribal nursery at the FCA and sources will be from local material. This work is an annual activity and can be considered both restoration and O&M, but as plants are placed in project sites and not widespread, this is labeled restoration action.
To maintain plants on Oxbow project sites a limited use license will be requested from Oregon Water Resources Department. Irrigating during the hot and dry summer months will help recent plantings become established and increase survival. Two large sprinklers will be used to cover areas that were planted during contract 90035. Gas powered pumps will pump no more than 350 gallons per minute to water riparian areas. | $40,000 | 4.35% | 04/01/2023 | 03/31/2024 |
