Definition:
Covers work that installs a siphon, flume, or other structure to separate canal flow from stream flow where the two have been intermingled as part of past water diversion development, resulting in fish using the natural stream course for passage and rearing. If additional fish barriers are needed, include these as a milestone. This WE is specific to modifying existing structures; the design of these structures is typically a separate work element and should use 175. Produce Design.

  • Rule 2 (Location of Work): You may lump multiple siphon locations under a single work element if the locations are all in the same subbasin. However, you may wish to break the work into separate work elements if it provides clarity or better supports project management. Note that different locations do not require multiple Produce Environmental Compliance Documentation work elements.

    WE Description: Install siphon at Thirsty Creek RM 9 in Small River subbasin.

  • Rule 3 (Metrics): If the siphon(s) being installed is part of a connected effort to deal with multiple factors at a single location, each with different metrics, split out each as a separate work element. For example: Coronary Creek is being restored as part of a basin wide effort to open up tributary habitat. Historically, fish passage on Coronary Creek was impeded in several places by irrigation diversions. At two locations, irrigation canals intersected with the Creek. This project involves installing a siphon where Corn Canal intersects Coronary Creek. However, Corn Canal Water Users' Association has a water right to Coronary Creek. To satisfy that right, the project will also install a diversion on Coronary Creek to divert water into Corn Canal. Associated with this diversion will be fish passage protective facilities, including a fish ladder and fish screens. Use the following work elements:

    WE Title: Install flat plate screen on canal associated with new diversion.

  • Rule 4 (Complexity): If pre-implementation work is minor, it may be lumped in with an implementation work element. If pre-implementation work is significant, or if the project is complex and/or large-scale (e.g., capital construction), work that enables or facilitates actual implementation (e.g., land access or purchase, feasibility, design, and construction management) will likely be separate work elements. For example, if your project is installing a large-scale fish ladder, you must complete several other related work elements.

If excess irrigation flows return water to stream and provide access for fish to enter irrigation canal/ditch behind fish screens, a fish barrier must be installed. These fish exclusion barriers could be a fish screen or a jump/velocity barrier.
