 D157Collect/Generate/Validate Field and Lab DataMaintain Watershed Monitoring ProgramThis WE will address the implementation of the monitoring components outlined in the Latah SWCD Monitoring Plan and Procedures. In addition, the stream gage will be maintained by USGS at the mouth of the Potlatch River through contract. The gage will be maintained by monthly visits from USGS personnel. It will be checked for correct calibration and data will be uploaded at the same time. The USGS station at the mouth of the Potlatch River collects flow data (measured in cubic feet per second).  E186Operate and Maintain Habitat/Passage/StructureOperate and Maintain Habitat/Passage/StructuresOperation and maintenance of habitat features including, but not limited to, fences, instream structures, passage facilities, sediment control structures, and off-site water developments. Monitoring points will be established at all construction sites, and inspection visits will be conducted following seasonal and/or unexpected high flow events. Failures, damage, and other deficiencies of structural performances will be repaired, replaced or reinforced to insure desired and planned function. The follow up and maintenance is necessary to legitimize the funding and functionality of the practices installed; increase public awareness and confidence in anadromous fish stream restoration efforts; and accentuate the image and responsibilities of participating agencies commitment to the present and future health of the fisheries. Locations where this work element will be utilized include, but are not limited to: Corral Creek, Bear Creek, and East Fork Potlatch River.  F191Watershed CoordinationParticipate in Clearwater Subbasin technical advisory meetingsParticipate in planning efforts with the Potlatch River Watershed Advisory Group (WAG). Coordinate BPA-sponsored planning, monitoring and implementation efforts with the Idaho Department of Environmental Quality's Total Maximum Daily Load (TMDL) process. The (IDEQ) has organized the WAG to serve as the coordinating community entity to advise IDEQ on the development of the Total Maximum Daily Load (TMDL) and the associated Potlatch River TMDL Implementation Plan. Within the Clearwater region, the Idaho Office of Species Conservation (IOSC) initiated the organization of the Clearwater Technical Group to review funding programs through IOSC.
 G47Plant VegetationPlant Vegetation - Big Bear Creek/Phase IINative plantings will be a mixture of wetland plants, tree and shrub species, forbs, and grasses planted at an average rate of 2,000 plants per acre per completed planting. In order to monitor survival and to create age diversity in the riparian plantings, the plantings are usually done in stages over a period of 3 years. These restoration efforts will benefit Snake River A-run steelhead.  I114Identify and Select ProjectsProject Site Reviews, Conservation Planning/Design, and Proposal DevelopmentWork with landowners identified through outreach and education efforts, to review potential sites for riparian and stream habitat improvement projects. Outreach efforts, consultation, and site evaluations will be carried out in concert wit the Potlatch River Watershed Management Plan. Efforts will be made to link an individual's objectives with a prioritized set of restoration strategies, while heightening overall public awareness of the various means towards restoring a robust, self-sustaining steelhead population. Priority restorations will be defined and protection strategies to benefit steelhead habitat via direct, voluntary efforts on both private and public lands for steelhead restoration will be identified.  J198Maintain VegetationReplant and Maintain Riparian Plantings - Potlatch RiverSignificant riparian and upland planting have taken place throughout Corral Creek and other watersheds in the Potlatch River system over the past several years. Many of these planting have been reviewed, approved, and funded by BPA under the Latah SWCD Project #2002-061-00 and #2008-604-00. The planting sites previously approved under 2002-061-00 and/or 2008-604-00 will be maintained through this contract if additional resources are needed beyond those allocated to this similar work element outlined in contracts associated with Project #2008-604-00. All plants and materials will be accessed to the various planting sites via 4x4 truck and/or ATV. Contractor will evaluate for survivability/mortality rates, and determine if a replanting is necessary. If necessary, these areas will be replanted and existing plants will be maintained to assure survivability. Approximately 3,000 plants have been budgeted for replanting these various sites. Due to contract budget limitations, additional planting stock will be purchased with alternative state and federal funds with the majority of the planting labor provided through this contract. Latah SWCD will have direct interactions with landowners. Following these interactions, initial site reviews will be undertaken and conservation plans will be developed. Conservation implementation recommendations from these interactions may be incorporated into revisions of the Potlatch River Watershed Management Plan and, when appropriate, the Latah SWCD's 5-year Resource Conservation Plan.
 M132Produce Progress (Annual) ReportSubmit Progress Report for the period 9.1.13 thru 8.31.14The progress report summarizes the project goal, objectives, hypotheses, completed and uncompleted deliverables, problems encountered, lessons learned, and long-term planning. Examples of long-term planning include future improvements, new directions, or level of effort for contract implementation, including any ramping up or ramping down of contract components or of the project as a whole. Date range 9.1.13 thru 8.31.14 will be agreed upon by the COTR and the contractor. This may or may not coincide with the contract period. For an ongoing project, a progress report covering a contract period may be submitted under the subsequent contract, if approved by the COTR. Progress reports must conform to BPA guidelines.  N185Produce CBFish Status ReportPeriodic Status Reports for BPAThe Contractor shall report on the status of milestones and deliverables in Pisces. Reports shall be completed either monthly or quarterly as determined by the BPA COTR. Additionally, when indicating a deliverable milestone as COMPLETE, the contractor shall provide metrics and the final location (latitude and longitude) prior to submitting the report to the BPA COTR.
